Call for Action: Dogs in South Korea Are Dying.
Sharing for Coexistence of Animal Rights on Earth (CARE)
On July 31st, the animal rights organization CARE visited a dog breeding facility in Geumsan County, Chungcheongnam-do, after receiving a report. There were 84 dogs abandoned in metal cages inside a greenhouse, enduring temperatures over 33°C (91°F). They were suffering from severe skin conditions, deteriorating bones, hind leg paralysis, and other serious illnesses. Their stomachs were filled with dirt and food waste instead of proper food.
These 84 dogs had spent their entire lives as breeding animals, forced to have litter after litter of puppies. Once they became too old or sick to continue breeding, they were discarded and left to die in this facility.
Cases like this are common in Korea, and the root cause is the widespread existence of pet shops. These shops allow anyone to buy animals as easily as they would any other product.
Behind these pet shops are puppy mills, where mother dogs are confined and continuously forced to breed. These dogs are treated like machines, giving birth until they die, while their puppies are sent to pet shops to be sold.
What makes this worse is that these breeding facilities, which produce and sell animals, are legally authorized by the government. CARE is campaigning against this industry and is pushing for legislation to ban it entirely. They are also working to close illegal breeding facilities as a first step.
In the case of the Geumsan facility, CARE succeeded in having the breeder surrender ownership of all the dogs to the government, and CARE rescued 21 of them. They are now working to have the facility completely demolished. Sadly, one of the rescued dogs passed away during treatment, while the others are receiving medical care or are in temporary foster homes.
It will take significant time and resources to fully treat these dogs. Finding them new homes will also require considerable effort. The fundraising goal is 40 million won (approximately $30,000 USD). Half the funds have been raised, but interest is fading.
CARE is calling on supporters to help fund the treatment of rescued dogs, ensure they live happy lives, and join the fight to end the animal breeding industry. Thank you!

Cages covered in filth are filled with companion animals. Their joints have deteriorated, and they suffer from skin diseases causing their fur to fall out. X-ray images reveal foreign objects in their stomachs, unrecognizable in shape. Most of these are ‘discarded dogs’ with diminished commercial value or lost breeding ability, abandoned by pet stores and breeding farms. Animal rights groups claim that these discarded dogs are dying miserably in illegal farms.
[Park So-yeon/CARE Activist: “We still don’t know how many discarded dog disposal sites exist. Diseases, suffering, and starvation are daily occurrences in these places.”]
As interest in companion animals rises, there are currently over 400 pet production and sales establishments operating in Chungcheongnam-do alone. However, even in licensed facilities, the scale of discarded dogs remains unaccounted for. This is due to a lack of regulations and, above all, insufficient manpower.

The government announced last year that it would establish a tracking system for pets, from production to sales and care, to manage discarded dogs, but the regulatory review of the government proposal is still stalled. With increasing illegal discarded dog farms emerging amid government and local authorities’ indifference, there is an urgent need for systematic measures to manage discarded dogs.”

We, the undersigned, urgently call upon the South Korean government to strengthen and enforce laws that protect animals in puppy mills. Recent events have highlighted the severe and inhumane conditions endured by dogs in these facilities, underscoring the need for immediate legislative action.
On July 31st, the animal rights organization CARE exposed a harrowing case at a dog breeding facility in Geumsan County, Chungcheongnam-do. Following a report, CARE discovered 84 dogs abandoned in metal cages within a greenhouse, exposed to temperatures exceeding 33°C (91°F). These dogs were suffering from severe skin conditions, deteriorating bones, paralysis, and other serious ailments. Instead of proper nourishment, their stomachs were filled with dirt and food waste.
These 84 dogs had spent their lives as breeding animals, forced to produce litter after litter until they were too old or sick to continue. Once deemed unfit for breeding, they were discarded and left to die in this deplorable facility. Such cases are tragically common in South Korea, driven by the pervasive existence of pet shops that treat animals as mere commodities.
Puppy mills, which supply these pet shops, confine mother dogs in abhorrent conditions, forcing them to breed continuously. These animals are treated as machines, giving birth until their bodies can no longer endure the strain, while their puppies are sold to pet shops. Shockingly, many of these breeding facilities operate with government authorization, perpetuating this cruelty.
There are countless facilities like this operating throughout South Korea, and the suffering of many other animals persists. The South Korean government must take decisive action to prevent further suffering and protect all animals in these facilities.
We urge the South Korean government to:
1. Strengthen Legislation: Implement and enforce stricter laws to regulate and shut down puppy mills, ensuring that all breeding facilities meet humane standards.
2. Close Illegal Breeding Facilities: Intensify efforts to identify and close illegal breeding operations, and impose severe penalties on those who operate them.
3. Improve Animal Welfare Standards: Mandate comprehensive welfare standards for all breeding facilities, including adequate living conditions, proper nutrition, and regular veterinary care.
4. Promote Adoption and Responsible Pet Ownership: Support initiatives that encourage adoption over purchasing from pet shops, and promote responsible pet ownership practices.
5. Increase Transparency and Oversight: Enhance transparency and oversight in the regulation of breeding facilities, ensuring that compliance with animal welfare standards is rigorously monitored and enforced.

한국 전역에 이러한 시설이 무수히 운영되고 있으며, 많은 동물들이 여전히 고통받고 있습니다. 한국 정부는 더 이상의 고통을 막고 이러한 시설에 있는 모든 동물을 보호하기 위해 단호한 조치를 취해야 합니다.

Wie bestialisch, wie monströs, wie kaltblütig und gefühllos sind diese Menschen, die man eigentlich schon nicht mehr als Menschen bezeichnen kann. Ich möchte Gesetze zum Schutz der Tiere, die eingehalten werden und bei Zuwiderhandlung härteste Sanktionen eingesetzt werden.

Dass man der Hundefleisch-industrie noch eine Jahrelange Karenzzeit gewährt, bevor sie endgültig die Quälereien beenden müssen, ist nicht nachvollziehbar !!!! Warum wird es verboten, weil es grausam ist. Wieso ist es dann für die Hunde, die es jetzt noch ertragen müssen, nicht grausam??? Wieso nimmt man Rücksicht auf die Täter??? Da hätte man wohl auch Auschwitz noch etwas länger betreiben können ? Für mich macht das keinen Unterschied.
