result (Korean) ○ This is a response to your petition titled ‘Request to Incheon, South Korea, to take administrative action against illegal dog farms’. (Applications No. 1AA-2010-0595422)
○ Article 8 of the Animal Protection Act of Korea specifies the abusive acts against animals and prescribes that any violator of the law shall receive criminal punishment. However, the act of raising a dog for edible purposes does not constitute the animal abuse under the current Animal Protection Act. Therefore, I kindly ask you to understand that the city government is not able to file a legal complaint against such an act as breaking animal protection law, or to take any administrative measures in this regard.
○ The current Livestock Hygiene Control Act of Korea defines the livestock that must be slaughtered in accordance with the law. However, as dogs are not included in such livestock specified in the law, imposition of legal restrictions against the dog slaughter process is currently not available. However, in a response to the public request on banning dog meat, the Korean government and the National Assembly are making multi-faceted efforts, such as the amendment of the relevant law and policy-making. The Incheon Metropolitan City government assures you that it would fully cooperate in eradicating dog meat consumption when the national dog meat prohibition law is enacted in the future.
○However, if on-site investigation by each Gun (county) and Gu (district) finds any animal abuse act such as hanging their necks to death, other than raising for edible purposes, there are grounds for administrative disposition and accusation, and on-site investigations into any violation of other acts including the Wastes Control Act, the Building Act, and the Sewerage Act are currently under consideration by each Gun and Gu office.
