○ 정부는 관계부처 합동으로 개 식용과 관련한 현황조사를 실시하고 있으며 개 식용 관련 대국민 인식조사도 진행할 계획입니다. 이를 바탕으로 개 식용 문제 해결을 위한 구체적인 방법과 절차 등에 대해 논의해 나갈 계획입니다.

○ The government officially launched a Commission to Discuss Problems of Eating Dogs through private-public cooperation on December 9 last year. The commission will discuss major issues related to cessation of eating dogs by April.
○ The government is conducting a joint fact-finding surveys with relevant government ministries and plans to conduct public’s recognition surveys on eating dogs. The government plans to discuss concrete methods and procedures to resolve the problem of eating dogs.

○ 동물보호법 제8조에서는 동물을 잔인한 방법으로 죽이거나 정당한 사유 없이 상해를 입히는 등의 학대행위를 금지하고 있으며, 동법 제8조제1항을 위반하여 동물을 죽음에 이르게 하는 학대행위를 한 자는 법 제46조제1항제1호에 따라 3년 이하의 징역 또는 3천만원 이하의 벌금에 처하도록 하고 있습니다.

○ 다만, 동물학대 해당여부는 현장 상황, 행위의 양태 등을 종합적으로 고려하여 판단할 사항임을 알려드립니다.

Results 1. Hello. Thank you for your interest in the work of the Ministry of Agriculture Food and Rural Affairs (MAFRA). Here is the answer to your complaint to the MADRA.
2. We understand the complaint as an ‘inquiry related to dog meat issues’.
3. The review opinion is as follows:
○ According to Article 8 of the Animal Protection Act, animal cruelty is prohibited, such as killing or injuring animals without justifiable reasons. According to Article 46-1 (1) of the Animal Protection Act, A person who has killed an animal by abusing such an animal in violation of Article 8 (1) shall be punished by imprisonment with labor for not more than three years or by a fine not exceeding 30 million won.

○ However, whether animal cruelty is applicable must be determined by comprehensively considering the on-site situation and aspect of behavior, etc.
○ In addition, on December 9, 2021, the government has officially launched the 「Committee for the discussion of dog meat issues」 jointly with the public and private sectors to discuss the dog meat issues. We will continue to discuss the main points related to the end of dog meat by April this year.
○ The government is conducting a survey on the current status of dog meat jointly with the related ministries. It is also planned to conduct a public awareness survey regarding dog meat. We will discuss specific measures and procedures to solve the dog meat issues based on the results.
