Sharing for Coexistence of Animal Rights on Earth (CARE)/Watchdog

📌 Of the 218 cases, 37 dog meat farms have been completely shut down, 6 have been partially closed, and 51 were given administrative orders and are going through proper procedures for a shutdown. 124 farms are still undergoing investigations(as of 1/20/2023). The number of dog meat restaurants we had damaged under the campaign “Attack on the signs of dog meat restaurants” is not included in these numbers.

Watchdog is an organization dedicated to shutting down dog meat farms. We primarily focus on eliminating dog meat farms only. Auction houses and slaughterhouses can be rebuilt easily and quickly, even after being shut down. Whereas, we can eliminate opportunities and possibilities of recurrence of dog meat farms by the same owner once it is destroyed: shutdowns are always complete and thorough.

Watchdog tries our best to find the most humane ways for dogs after the shutdown. We endeavor to ban animals from their owners or make the owners surrender their ownership of the dogs. We occasionally rescue some of them via CARE and Dogdream and try our best to send them abroad for adoption.

Last summer, Watchdog launched a campaign called “Attack on the signs on dog meat restaurants,” which induced a civil petition for changing/removing the signs on dog meat restaurants. This campaign aimed to encourage participation from the public and for them to experience the process of shutting down the dog meat industry in an easy and accessible way. The complete closure of dog meat restaurants is impossible under the current Korean legal system; however, other activities such as the above are designed and intended to cause financial loss and inconvenience for businesses that support dog meat.

There has also been bad news. Recently, Kang Young-gyo, one of Watchdog’s Project Managers, was brought to trial due to the scuffle he had with a dog meat farmer. Park So-yeon, a Watchdog’s Project Manager and the former Executive Director of CARE, is currently facing a trial and is charged with multiple counts of a crime for all her attempts to save dogs in the last 4 years. Many of these charges were filed by the Dog Meat Farmer’s Trade Association; their machinations aim to constrict Watchdog’s activities, so they can continue their business with no holds barred. Despite the distressing ordeal, we must go through without those two, Watchdog will harden our resolve to shut down dog meat farms and ultimately undermine the whole industry.

🥷2022 년도 와치독 개농장 폐쇄 프로젝트 결산💥
지난 2022년 한 해 동안의 와치독 활동 결과입니다.

와치독은 개농장을 없애는 전문 조직입니다. 개농장을 없애면 개농장은 다시는 회복되지 않습니다. 대한민국 대부분의 지역은 가축사육제한구역으로 묶여 있고 합법적 개농장을 만들기란 여러 관련법에 규제를 받아야 하고 주변 민원 때문에라도 매우 어렵기 때문에 다른 곳으로 이전해서 개농장을 다시 운영하기란 불가능 합니다. 그러나 식용으로 이용하는 개들을 모아 운영하는 경매장이나 도살장은 아주 작은 임시 공간만 있어도 다시 열 수 있고 같은 행위를 반복할 수 있습니다. 와치독이 주로 개농장에 집중하는 이유입니다.
또 와치독은 개농장이나 도살장을 발견했을 때 최대한 그 개들의 인도적 결과를 위해 노력합니다. 가능한 한, 소유권을 포기 받거나 격리조치 하고, 케어나 독드림을 통해 직접 구조하거나 해외 단체를 연결하여 구조해 갈 수 있도록 했습니다.
지난여름에는 보신탕 업소를 타격하는 간판 타격 캠페인을 시작했습니다. 교육 받은 와치독 단원이 아니라도, 많은 분들이 개식용 산업을 타격해 보는 경험을 해 볼 수 있도록 와치독의 법률해석을 보고 쉽게 따라하도록 법률을 정리해 올렸습니다. 그 결과 많은 시민들이 참여하여 간판 뿐 아니라 불법 증축물들이 고발되어 보신탕 업소들이 불법 건축물들을 철거하는 결과를 낳기도 하였습니다. 단체들도 이를 보고 같은 활동을 시작하고 있기도 하여 매우 고무적이었습니다. 그러나 보신탕 집 타격 캠페인은 일부 타격만 줄 수 있는 것으로 많은 시민들이 참가하게 할 목적이었을 뿐 보신탕을 판매하지 못하도록 하는 현행 법률이 없기에 보신탕 판매업소에 대한 접근은 와치독 활동의 중심은 아닙니다.
2022년도 와치독 활동 통계는 아래와 같습니다.

① 폐쇄 (민원이나 현장 답사를 통해 싹 철거되거나 개농장 접은 곳)
② 폐쇄 진행 중 (지자체로부터 원상회복 및 철거 명령을 받아 폐쇄를 위한 행정 절차 밟는 중인 곳)
③ 일부 폐쇄 (완전 폐쇄는 어렵지만 일부 폐쇄라도 해낸 곳)
④ 조사 진행 중 (지자체 담당자들의 문제로 아직도 행정처분이 미진한 곳들. 답사 후 아직 민원 넣기 전인 곳들 등)
육견협회가 와치독을 무너뜨리기 위해 현재 사력을 다하고 있습니다.
와치독 기획자 4인 중 한 사람인 강영교씨는 와치독 활동을 하던 중 한 개농장주와의 실랑이로 재판을 받게 되었고,
박소연 케어 전대표이자 와치독 기획자는 안락사 사건뿐만 아니라 육견협회 종사자들이 고소한 건조물 침입 및 절도 행위 (도살장에서 인플루엔자 감염되어 죽어가는 개와 폐사한 사체 등을 빼낸 행위) 등이 이번 재판에 병합되었는데 이에 대해 육견협회는 박소연 와치독 기획자를 상대로 집단 엄벌 탄원서를 준비하고 있으며 변호사를 선임해 징역형이 나오도록 총력을 다 하겠다고 계획하고 있다고 합니다.
와치독 기획자들을 결박하여 활동을 위축시키겠다는 것입니다. 개들에게 고통을 주고 도살하는 행위를 방해받지 않겠다는 것입니다.
현장에서 주로 활동하는 두 기획자가 큰 시련을 겪고 있지만 와치독은 개농장 폐쇄의 법률적 근거들을 활용해 개농장을 없애는 일련의 활동들을 멈추지 않습니다. 우리의 활동은 더 진화할 것이고 더 많은 단원들을 복제해 나갈 것입니다. 그리고 더 크게 뛸 것입니다.

CARE raided a dog slaughterhouse in Cheonan in the early morning of 7/21/2019, where live dogs were hanged and burned. Even though animal protection laws exist in South Korea, horrific dog slaughter is still happening everyday.
