After days of undercover work, the animal rights group Watchdog has successfully staged a raid on a large slaughterhouse in Wanju. The facility housed an array of advanced slaughtering devices, some of which were previously unseen, including comprehensive tools for cow slaughter and conveyor belts adapted specifically for dogs.

Currently, the largest slaughterhouse in Jeolla Province is being dismantled, thanks to Watchdog’s relentless efforts. News outlet JTBC is providing live coverage of the event. We encourage everyone to lend their support to Watchdog during these crucial moments.

Below is a translation of CARE’s update on 7/13/2023:

Five hundred forty-six dog carcasses were confiscated, and 105 dogs were rescued. Massive factory dog slaughterhouse is to be disappeared!

CARE raided a factory dog slaughterhouse.

Watchdog members investigated over several days to shut down a slaughterhouse in Wanju.
The investigation of this slaughterhouse began on the day of the closure of the Iksan slaughterhouse on June 29th. CARE turned to the nearby Wanju location.

Through persistent investigations conducted four times, the slaughterhouse, surrounded by tall fences and concealed from view, was uncovered. The members of the Watchdog secured evidence of slaughter within the fenced slaughterhouse and made them open the tightly closed doors.

Inside the slaughterhouse was a previously unseen factory-style slaughter system, equipped with a conveyor belt that automatically kills dogs and a large electric slaughtering machine.

The CARE had been investigating this electric slaughtering machine for a long time. The Dog Meat Farmers Association developed it to counteract the repeated prosecution of electric slaughtering as animal abuse following a cruel incident in which a dog was slaughtered using an electric shock device. To demonstrate that electric slaughtering is not cruel, the Association commissioned a company to produce a scaled-down version of the electric slaughtering machine specifically for dogs and distribute it.

This machine, which cost a whopping 10 million won, was present in the Wanju slaughterhouse, but there was no sign of it ever being used. It was merely for show. They had been slaughtering animals using traditional methods.
Whether it is stunning or non-stunning, high-pressure or not, killing dogs is not only a cruel act but also a violation of the Animal Protection Act and is punishable (killing animals without permission, license, or orders from the government for killing animals without justifiable reason).

Not only dogs but also goats were illegally slaughtered in this slaughterhouse so it will be subject to punishment under the Animal Protection Act and the Livestock Sanitation Management Act.

The refrigerated truck inside the slaughterhouse was filled with the carcasses of dogs destined for dog meat restaurants. The number of slaughtered dogs reached 546 in just a few days. The butcher even threatened to commit suicide on the scene to prevent the seizure of the 546 dog carcasses. The price of these 546 dog carcasses amounts to over 150 million won.

However, the members of the Watchdog were able to seize the evidence necessary for criminal investigation and apply the criminal law that allows the confiscation of items acquired through criminal acts, ultimately handing over all the carcasses and facilities to the police and local government. They also imposed closure measures on all facilities.

The remaining task is to completely remove all the slaughter tools in the building with the Wanju County government. We will ensure that no more slaughter takes place here. Watchdog will keep watching.

사체 546구를 빼앗고, 105명을 구출했다. 대규모 공장식 도살장 폭파!

전문화된 도살장을 박살 내다

와치독은 여러 날에 걸쳐 완주의 한 도살장을 폭파하기 위해 조사했습니다,

이 도살장에 대한 조사는 6월 29일 익산 도살장을 철폐하는 그날부터 인근으로 다시 옮겨 시작되었습니다.

총 4번에 걸친 끈질긴 조사, 엄청나게 큰 부지에 높게 둘러쳐져 안이 보이지 않던 도살장. 개고기를 사려는 차가 수시로 드나드는 완주의 대규모 도살장을 조사한 와치독 단원들은 높은 담장으로 둘러쳐진 도살장의 도살증거를 확보했고 도살장의 굳게 닫힌 문을 열게 했습니다.

도살장 안의 현장은 이제껏 보지 못 한 공장식 도살 시스템. 자동으로 개를 죽이는 컨베이어 벨트와 커다란 전기도살 기계를 갖추고 있었습니다.

케어는 이미 오래전부터 이 전기도살기계를 조사하고 있었는데 이 전기도살 기계는 육견협회가 만들어 낸 것으로, 전기충격기로 개를 도살한 하나의 사건이 잔인한 방법으로 동물을 죽이는 행위로 처벌되고 대법원 확정판결을 받았던 이후 전기도살행위가 동물학대로 반복 기소될 것을 우려하여 대응하기 위해 만들어 낸 것입니다. 즉 전기도살이 잔인하지 않다는 것을 보여주기 위해 소를 고압의 전기로 죽이는 전기도살기계를 제작하는 업체에 의뢰하여 ‘개 전용’으로 축소 제작하여 보급하게 된 것입니다.

무려 1천만원에 육박하는 이 기계가 완주 도살장 안에 있었는데 단 한 번도 사용한 흔적이 없었습니다. 흙 하나 묻어있지 않았던 이 기계는 결국 보여주기용. 이들은 과거의 방식대로 도살하고 있었던 것입니다.

전살이든 아니든, 고압이든 아니든, 이제 개를 죽이는 행위는 잔인하게 죽이는 행위일 뿐 아니라 허가나 면허, 국가의 명령이 없는 데도 동물을 죽이는 행위, 즉 정당한 사유 없이 동물을 죽이는 행위에 해당되어 동물보호법으로 처벌할 수 있습니다.

이 도살장은 개뿐만 아니라 염소도 불법으로 밀도살해 왔기에 동물보호법뿐만 아니라 축산물위생관리법으로도 처벌받을 것입니다.

이 도살장 안에 있던 냉동 트럭에는 개고기 식당으로 납품하는 개들의 사체가 빼곡히 실려 있었는데 며칠 만에 도살한 사체 수는 무려 546구나 되었습니다. 도살자는 이 사체 546구를 빼앗기지 않으려고 현장에서 자살하겠다는 협박까지 서슴지 않았습니다. 546구의 개 사체의 가격은 무려 1억5천이 넘습니다.

그러나 와치독 단원들은 범죄수사에 필요한 증거물은 압수할 수 있고, 범죄행위로 인하여 생겼거나 이로 인해 취득한 물건은 몰수할 수 있는 형법을 현장에서 적용하게 하여 결국 사체까지 모두 경찰과 지자체에 넘겼고 또한 모든 시설물에 대해 폐쇄조치를 내릴 수 있게 하였습니다.

앞으로 남은 과제는 완주군과 건물 안에 남아있는 도살 도구들을 모조리 철거시키는 일입니다. 다시는 이곳에서 도살이 이루어지지 않도록 할 것입니다. 와치독이 와치독하겠습니다.
