On Friday, August 27th, Coexistence of Animal Rights on Earth (“CARE”) and 10 Watchdog team members went to Jeonju to raid an illegal dog slaughterhouse and a dog farm that supplies dogs to that slaughterhouse owned by the same person. This particular slaughterhouse uses an extremely cruel method of slaughter which CARE obtained the video footage of. As seen in the video, the butcher stabs the dogs with a knife in the neck and lets them bleed to death while they writhe in agony for extended periods of time before they die.

There were approximately 130 dogs of all sizes and breeds at this farm. They were all in extreme distress and suffering from neglect and a variety of illnesses. The buildings, structures and dog cages were all illegal. The ground in the cages where the dogs spend every minute of their lives was extensively covered with excrement and filth. This was pure hell for every single one of them. It should be noted that most of these dogs don’t appear to have come from typical dog farms (because they are different breeds of dogs); their origins should be investigated.

In Jeonju, the slaughter of dogs and any other animals is illegal, so CARE will be able to get the city to take action to shut down the slaughterhouse and farm. CARE will try to get these dogs relocated to the Jeonju Shelter. Later that day, CARE raided the slaughterhouse and called the Jeonju city officials to come out to the site to witness the conditions personally and take administrative actions to shut it down.

CARE is ready to raid the dog slaughterhouse, which also kills chickens as well. CARE called the Jeonju City officials to come out and take actions to enforce their laws. Not only is this slaughterhouse located in a busy area in front of a High School, but the entire operation is illegal because the slaughter of any animal is illegal in the city of Jeonju. CARE also requested that all viewers contact city officials and ask them to come out to the illegal slaughterhouse, but they still would not come out. Their only response was to simply call the police. They had previously received video footage of dogs being tortured and killed at this slaughterhouse, but failed to take any action. After repeated efforts by CARE, officials finally arrived to the scene.

CARE asked the city officials to quarantine the chickens and rabbits they also found, but they were not aware that those animals were also subject to quarantine measures as well. After a long discussion, CARE was able to convince the officials to relocate all the animals at the slaughterhouse. This is the first instance of chicken and rabbits being quarantined from the site of illegal slaughterhouse in South Korea.

CARE also found 4 dogs in tiny pet carriers at the butcher’s son’s shop. CARE asked him where all those dogs came from, and he replied that that they were strays he found. Since stray dogs are required to be taken to the city Shelter to be registered, CARE asked the city to take these dogs to the shelter.

City officials in Jeonju have allowed the illegal slaughter and torture to continue without intervening or attempting to relocate the dogs. This is typical of members of the Korean government. They know of the abuses taking place within their cities but do nothing about it until they are forced to act by animal activists. City’s Animal Protection official is even ignorant of the animal protection laws. CARE is working tirelessly to shut down illegal dog meat farms and slaughterhouses. It is impossible for CARE to rescue every dog from every farm and slaughterhouse they encounter, but they are trying to get the 130 dogs at this dog farm quarantined and removed from the dog butcher.

CARE team arrived back at the dog farm with the city officials. Another dog farm owner of a nearby dog farm is being violent and combative towards the activists. CARE is asking people to submit e-People petitions asking the city of Jeonju to relocate these dogs and stop the dog farmer/butcher from torturing and killing these dogs by stabbing their necks with knives.

The dogs are in terrible conditions. The butcher’s son admitted that this dog farm was originally for breeding purposes but the dogs are now being slaughtered for meat.

CARE inspected the nearby mountain area and they found multiple dog farms all around. Many of the dogs in cages are pregnant.

The city officials are neglecting their duty of enforcing their own laws against the illegal dog farms; this is typical of Korean government officials.
CARE is asking the Jeonju officials to go to the area and inspect the dog farms in the mountains.

This is a grim reality of South Korea, despite the images by Samsung, Hyundai, LG, Kia’s fancy products. Not the BTS, Black Pink and cool K-Pop groups. Man’s best friends suffering in silence, being tortured and killed in hellish conditions.

Jack Russell Terriers are being bred here. It is evident that the dog they saw at the butcher’s son’s shop must be from this location and not a stray he picked up as he claims.

A dog with a severely infected eye, pregnant dogs, dogs with skin diseases, pure breeds, mixed breeds, and dead puppies. Dogs being fed molded, rotten food unfit for consumption. Evidence of dead dogs being fed to the living ones.…. dogs who consider us family and serve as loyal companions living in pure hell.

The city officials of Jeonju must know about the conditions of these dogs but they willfully ignored their plight until CARE demanded that they come out. It doesn’t appear that the Jeonju Mayor’s promise to make Jeonju a “dog meat free city” is being kept.

The dog butcher’s son said he used to work as a dog trainer. It is not uncommon for clients to leave their dogs with dog trainers who sell them to farms and slaughterhouses when the owners do not reclaim them.

Watchdog team members went to the mountain area to determine how many dog farms and dogs are hidden there.

CARE and the city officials inspected the dog farm to collect evidence. CARE will try to get the city of Jeonju to quarantine the dogs.

Watchdog team returned to report dog farms with 46 dogs and provided evidence of illegal medical acts, breeding, c-sections performed by untrained people,..etc.

Dogs are exploited in so many horrific ways here.

CARE and Watchdog are trying to shut down 1,000 dog farms. There will be another Watchdog training in September, hopefully more people will sign up to help.

On Friday, August 27, a relocation order was granted but the city of Jeonju claimed that they don’t have enough space to house all the dogs. Therefore, the quarantined will be done right where they are, on the dog farm.

Over the weekend the city brought in tree mats and food for the dogs, but the tree mats are just sitting there, and not provided for the dogs. They have left, so CARE and Watchdog have been staying in Jeonju and returning every day since to care for them.

CARE is asking for help from rescue organizations to help find homes for as many of these dogs as possible. It is very difficult to find them safe homes in Korea.

The dog butcher father and dog trainer son breed various types of dogs to create unique breeds to sell and make profits.

A shepherd dog is cowering in fear.

City officials fed the dogs but then returned to their offices, so CARE is helping to care for them. Why aren’t city officials here to take care of these dogs??? Shame on the South Korean government!

There are dogs here everywhere crying out for anyone to stop their suffering. This must be hell for them!

A Greyhound is pregnant and almost ready to give birth in these hellish conditions.

The dog farm owner still has not surrendered the dogs.

There are places like this all-over South Korea hidden in mountains and valleys. This whole mountain is one big breeding factory. There is evidence of dogs having been here (leashes, hormone medications for breeding, etc).

CARE states that according to the Korean law, the dog owner can claim their dogs if they compensate the city for expenses incurred.

Many female dogs are pregnant. Most of the dogs are friendly and like people despite the cruelty they have suffered.

CARE has talked to the city officials and asked them to treat the sick dogs and charge the dog owner for the medical bills.

CARE is asking everyone to submit e-People petitions to the city of Jeonju and ask them to take care of these dogs.

There is a dog with her face covered in blood. Two dogs fought and the one with more severe injuries was sent to the vet.

Volunteers are helping out but the city officials are nowhere to be found…

City of Jeonju needs to hire people to come out and take care of these dogs which are in their possession now.

Other Watchdog teams are again out travelling looking for more dog farms.
CARE currently has 500 dogs under their care. They are unable to take in any more at this point, but they can demand the closure of illegal dog farms and relocation of victims of abuse.

CARE is asking that everyone file e-People petitions to the city of Jeonju to come out with floor boards to ease the suffering of dogs forced to walk on painful raised wire cages.

    Dear Mayor Kim Seung-Su and the Jeonju City Council members,

    Please watch these documentaries, “The Dog Meat Professionals: South Korea” (https://youtu.be/cCdTceduKcY) and “Korea’s Dog Cruelty: Dogs Are Innocent.” (https://youtu.be/qIFAI9uyx64).

    We ask you to take immediate action to crack down on the illegal dog farms, slaughterhouses, markets and restaurants that serve dog meat in your city. We request that an official document be issued, mandating that the following existing Korean laws be enforced by its government officials, police and judges:

    Unauthorized processing of food waste fed to dogs in the meat trade violates the Wastes Control Act, Article 15-2, Article 25, Section 3. Suppliers of food waste and transporters of food waste to dog meat farms are violating this regulation.

    Food waste fed to dogs in the dog meat trade violates the Control of Livestock and Fish Feed Act, Article 14, Sections 1 & 2. The unauthorized collection of food waste and feeding it to dogs in the meat trade violates this regulation.

    Excrement and resulting environmental damage produced as a by-product of the illegal dog meat farm violates the Act on the Management and Use of Livestock Excreta Article 11. The excrement produced at dog meat farms causes environmental damage to the immediate and surrounding area.

    Slaughtering dogs for human consumption violates the Animal Protection Act Article 8, Section 1. Killing an animal by hanging it by the neck or by using any other cruel methods; killing an animal on the street or any other places open to the public or killing an animal with animals of the same kind present at the scene; killing an animal by failing to feed or water it on purpose; killing an animal without any justifiable grounds is clear violation of the Animal Protection Act.

    The slaughter of dogs by electrocution violates the Animal Protection Act, Article 8, Section 1, Clause 1. Inflicting an injury to animals by physical or chemical means, such as tools or drugs, is subject to legal punishment. Therefore, the routine slaughter of dogs by butchers and farmers by these methods violates the Act. (Penalty: imprisonment with labor for not more than three years or by a fine not exceeding 30 million won per Article 46 of the Animal Protection Act.) Further, electrocution as a method of slaughter is internationally recognized as an inherently cruel method of slaughter and banned globally. In Korea, the Supreme Court in 2020 convicted a case of slaughtering a dog using an electric iron skewer.

    The slaughter of dogs from an unauthorized slaughterhouse violates the Livestock Products Sanitary Control Act, Article 7 Section 1. The Livestock Products Sanitary Control Act states that dogs are officially recognized and classified as “animals” that are “prohibited from being slaughtered and distributed as food for human consumption.” Therefore, those vendors operating dog slaughterhouses are operating outside of the parameters of the law and in violation of the law. (Penalty: imprisonment with labor for not more than 10 years or a fine not exceeding 100 million won per Article 45 of the Livestock Products Sanitary Control Act.)

    The slaughter of dogs for consumption violates the Animal Protection Act, Article 10. The Act intends to ensure that no animal is slaughtered in a cruel or revolting manner, and shall be free from unnecessary pain, fear, or stress during the slaughter process. Therefore, the only humane way of slaughtering dogs would be by euthanasia (lethal injection). All currently practiced methods of slaughter by butchers, farmers and traders exclude euthanasia as a method of slaughter. Therefore, they are all in breach of this Act. This is also a violation of the Livestock Products Sanitary Control Act Article 7 Section 1 Clause 2. According to the Livestock Products Sanitary Control Act, the slaughter of animals for their consumption is allowed only for the livestock animals publicly announced as livestock classification in the Livestock Products Sanitary Control Act and dogs are not classified here.

    The display and sale of dog carcasses in traditional outdoor markets violate the Food Sanitation Act, Article 4, 5. Violation of laws banning the sale of harmful food due to the contamination from the unsanitary and illegal slaughter of the animal and display of the dog carcass. For example, dog carcasses are routinely contaminated by microorganisms that cause human diseases and food poisoning, leading to severe and life-threatening health complications. There are also strict laws that ban the sale of meat from sick animals. Because there is no quality control or proper monitoring of slaughter practices in the dog meat trade, likely, these laws are routinely violated.

    Dog meat restaurants’ sale of dog meat soup made with dog carcasses from an unknown source violates the Food Sanitation Act Article 44 Section 1 Clause 1. Uninspected livestock products must not be transported, stored, displayed, sold, or used to manufacture or process food for human consumption.

    We are calling for an extensive investigation into the illegal dog slaughterhouse and dog farms in Jeonju which Coexistence of Animal Rights on Earth (CARE) raided on August 27, 2021.

    We urge you to immediately quarantine the dogs of the hellish dog farm located at 708 Saekjang-dong, Jeonju, and all the illegal dog farms hiding in the adjacent mountains that CARE found.

    The dog farm at 708 Saekjang-dong, Jeonju and the numerous dog farm dogs in the area are living a miserable, painful life under inhumane conditions. We ask the city of Jeonju to relocate them to a comfortable and safe place immediately.

    We demand the investigation and the prosecution of the callous dog butcher/dog farm owner who regularly stabs dogs in the neck with knives and allows them to suffer as they slowly bleed to death. This is a violation of the Animal Protection Act.

    Animal protection officials at the city of Jeonju should be charged for dereliction of duty.

    We call for all slaughterhouses, dog and cat farms in Jeonju to be fully investigated.

    Jeonju must provide medical examination and treatment for all dogs at the farm and provide them an environment where the long-suffering dogs can live comfortably. In addition, they must try to create an environment where they can be responsibly adopted into a good, loving family.

    City-run shelters supposedly do not humanely euthanize, but instead use “ordinary euthanasia” which does not use anesthesia to save money. In this process, drugs are used to paralyze all movement and breathing of the dogs, but they are not put to sleep first. They are fully conscious and able to feel the agony of slow suffocation, but are unable to move or cry out in pain. This death is almost as cruel as the fate of dogs at the slaughterhouse. Please tell us if this is true.

    – 식용하기 위한 개도살은 동물보호법 제 8조 1항 4호의 위반입니다. 개도살은 수의학적 처치의 필요나 동물로 인한 사람의 생명, 신체, 재산의 피해를 입은 경우 같은 정당한 사유 없이 동물을 죽이는 행위로 명백한 법 위반 행위입니다.

    – 전기감전으로 개를 도살하는 행위는 동물보호법 제 8조 1항 1호의 위반입니다. 도구, 약물 또는 열, 전기, 물을 이용한 상해 행위마저 법적 처벌의 대상인 만큼 당연히 상기 방법에 의한 도살 행위는 위법이며 특히 전기도살은 그 잔인함으로 인해 국제적으로 금지되고 있습니다.

    – 무허가 도살장에서 개를 도살하는 행위는 축산물 위생관리법 제 7조 1항 위반입니다. 개는 축산물 위생관리법에서 규정한 ‘도살, 식육으로의 유통이 불가능’한 동물로서 허가받은 도살장이 존재할수가 없습니다. 따라서 개 도살장을 운영하는 공급업체는 법의 매개 변수를 벗어나 법을 위반하고 있는 것입니다.

    – 자가소비를 목적으로 개를 도살하는 행위는 동물보호법 제 10조와 축산물 위생관리법 제 7조 1항 2호의 위반입니다. 모든 동물은 잔인한 방법으로 도살되어서는 안되는데, 개도살의 경우 인도적인 방법은 약물주사 외에는 없으므로 현재 한국에서 자행되는 모든 식용 목적 개도살은 잔인한 도살에 해당합니다. 축산물 위생관리법의 ‘자가소비를 위한 도살 허용’은 고시로 정한 축산물 위생관리법상 가축에 한하며 개는 해당사항이 없습니다.

    – 재래시장에서 개의 지육을 전시/판매하는 행위는 식품위생법 제4, 5조의 위반입니다. 불결한 불법도축과 지육 전시과정에서의 오염으로 ‘위해식품 등의 판매금지’ 조항에 위배됩니다. 개의 지육이 병을 일으키는 미생물에 오염된 경우 인체의 건강을 해칠 우려가 있습니다. 또 유기견이나 개농장의 병든 개체가 도살돼 판매될 가능성을 배제하지 못하므로 ‘병든 동물의 고기 등의 판매금지’ 조항에 위배됩니다.

    동물권단체 케어가 2021년 8월 27일 급습한 전주시 개 도살장, 개 농장에 대한 강력한 수사를 촉구합니다.
    동물권단체 케어가 찾아낸 전주 색장동 708 번지에 있는 지옥보다 더 끔찍한 개농장과 그 주변 산에 숨어있는 수많은 모든 불법 개농장들의 개들을 즉각 격리조치 해 주시길 촉구합니다.
    전주 색장동 708 번지 개농장과 그 지역에 있는 수많은 개농장 개들이 아직도 지옥같은 곳에서 죽음보다 더 고통스러운 삶을 살고 있습니다. 전주시는 즉각 그 아이들을 모두 쾌적하고 안전한 곳으로 옮겨 주시길 요청합니다.

    전주시 동물보호 담당자를 직무유기로 고발합니다.
    전주시안에 모든 도살장, 개농장, 고양이농장 전수조사를 촉구합니다.
    전주시는 모든 개농장 개들의 의료 검진, 치료를 해주셔야 되고 그 고통받는 개들에게 편안하게 생활할수있는 환경을 만들어 주셔야 합니다. 그리고 좋은 가정으로 입양갈 수 있는 환경을 만들어 주시고 책임있게 입양을 갈 수 있도록 최선을 다해 주셔야 합니다.
    그리고 시에서 운영하는 보호소에서는 안락사가 아닌 마취제없이 하는 고통사를 한다고 들었읍니다. 고통사를 당하는 동물들은 불에 타죽는 듯한 극심한 고통을 받는다고 합니다. 전주시에서 운영하는 보호소에서 안락사를 하는지 아니면 고통사를 하는지 확인 부탁드립니다.

    Posted on all Jeonju social medial. This is abhorrent. They are living in the dark ages and turning a blind eye to a torturer and murderer who is just doing whatever he wants. Their authorities are lazy and ignorant and they need to step up and do their jobs!!!!!!!!!!!!!

    South Korea’s government and the police force must be the most laziest, corrupt, sickening ‘people’ on this planet. I wish, hope and pray that ALL dog farmers, dog/cat killers, dog/cat meat eaters AND their equally putrid families all suffer from illnesses, diseases and the deadly Coronavirus and die, die, die. May they endure long, lingering, agonizing deaths, writhing and screaming in pain until their last breathe and then ROT IN HELL where they belong.

    Eye for an eye! You get back what you do to others! Cowards! Try to pick on someone that isn’t caged, tied up, scared, or hurt! You can’t or you’d get your ass beat and you know it! God has a place for you and it’s a life of torture like you’ve done to others and more so you’ll get yours.. you’re not getting away with anything!
