○ According to the Livestock Excreta Act, dog breeding facilities shall report the installation of livestock excreta discharge facilities if the area of discharge facilities is 60m2 or more, and the proper treatment of excreta generated by dog breeding shall be made. After checking the site, we will take action against the unreported facilities according to the relevant laws. ○ We will check the address of the illegal dog farm as soon as possible. If any violation of Article 8 (Animal Abuse, etc.) of the Animal Protection Act is confirmed, we will file a complaint and take administrative action in accordance with the relevant law.

○ The answers to your complaints about the environment are as follows. The recycling of food waste as feed under the Waste Management Act is reported with proper facilities, and the payment of food for dogs after proper treatment is legitimate waste recycling.
However, businesses that recycle waste without installing proper facilities or reporting them will be inspected sequentially and taken administrative measures.
The illegal dumping and neglect of domestic waste in dog meat farms will be inspected sequentially and administrative measures will be taken to prevent environmental pollution.

○ 귀하의 민원내용 중 환경분야 민원사항에 대한 답변은 다음과 같습니다. 폐기물관리법에 따른 음식물류 폐기물을 사료로 재활용하는 건에 대하여는 적정시설을 갖추어 신고를 하고, 적정처리 후 개 먹이로 급여하는 것은 적법한 폐기물 재활용에 해당합니다. 다만, 적정시설을 설치하지 않거나, 신고를 하지 아니하고 폐기물 재활용하는 사업장에 대하여는 순차적으로 점검하여 행정조치할 예정입니다. 개사육 농장 내 생활폐기물 불법투기 및 방치에 대하여는 순차적으로 사업장을 점검 하여, 환경오염행위가 발생하지 않도록 행정조치할 계획입니다.
