Once again, dozens of dogs have been found packed into a suspected slaughterhouse, where over 100 dogs trapped in cages were previously rescued.
Although the City of Gimje has already paid tens of millions of won in compensation, the dog farm/slaughterhouse operation has resumed. It is expected that once the Special Law on Ending Dog Meat Consumption, passed on January 9th during the National Assembly, takes effect, compensation will be provided to the dog meat industry, leading them to collect and cage dogs once again.

Dozens of dogs are barking from inside the long row of cages.
One or two large dogs are trapped in each of the cramped spaces.
Dogs have been collected and brought in from various places and now fill the once-empty cages where over 100 dogs were previously rescued.

“We started hearing the sound of dogs barking again a month or two ago. And gradually, we heard the sound of many dogs barking, and it seemed like dog farming had started again.”
The circumstances surrounding the slaughter of dogs were discovered in July 2022.
The rescue organization, Adogs, captured evidence of torches, electric shockers, and dead dogs in freezers and informed the City of Gimje, leading to the rescue operation.
Unable to find a suitable place to house them, Adogs agreed with the City of Gimje to lease the farm themselves and take care of the dogs on the site.
However, after the one-year contract period ended and the dogs were moved to another shelter, the farm owner, as if he had been waiting for the lease to end, once again filled the cages with dogs.

Why did he bring in dogs again?
Itโ€™s because of the compensation offered.
While the Dog Meat Farmers Trade Association demands compensation per dog, they openly expect the bill, meant to end dog meat consumption, to pass.

However, the farm owner has already received 45 million won (approximately $35,000 USD) from the City of Gimje as a “business closure compensation.”

“It’s the cost of transferring the 102 dogs we rescued. (What are the criteria?) To be honest, there are no criteria.”
However, the City of Gimje did not make any administrative sanctions or file charges for illegal slaughter, and the farm was allowed to continue operating.
Animal rights groups express concern that even if rescues are made, the cycle of bringing in more dogs may repeat.

The dogs in the cages, which have become a repeated means of making money, continue to suffer despite the passage of the law to end the consumption of dog meat.

KBS news reported on December 29, 2023, that โ€œThe animal protection group ‘Adogs’ announced that it had recently confirmed that approximately 70 dogs were being held in a raised wire cage at a dog farm in Gimje, despite supposedly suspending their illegal slaughtering activities last July. Even though they found the slaughtered dogs and slaughter equipment, the farm owner in question was not investigated by the city at the time because nobody had witnessed the dogs actually being killed. An official from Gimje said that he suspected that the farm owner was trying to take advantage of a provision in the bill that would enable him to receive compensation if he were to close an active dog farm.”

The city of Gimje has already paid this dog farmer/slaughterhouse owner approximately $35,000 to close down his operation. Now, he will be demanding additional payments from them. This is another example of an unintended consequence that inevitably results from offering financial compensation to owners of these dog farms and slaughterhouses, as it incentivizes them to essentially hold innocent animals hostage while they arbitrarily increase their demands.

    Since the city has already paid a substantial amount, we ask you to put an end to this extortion plot. Specifically, we ask the Korea Prosecution Service to charge this Gimje Juksan-myeon dog farm/slaughterhouse owner for fraud and animal abuse and punish him accordingly. We ask that the City of Gimje shut down this dog farm immediately and rescue all the dogs who are victims of horrific abuse. We also ask that Gimje shut down all illegal dog farms, slaughterhouses, markets, and restaurants serving dog meat in your city.

    The unauthorized processing of food waste fed to dogs in the meat trade violates the Wastes Control Act, Article 15-2, Article 25, Section 3. Suppliers of food waste and transporters of food waste to dog meat farms are violating this regulation.

    Food waste fed to dogs in the dog meat trade violates the Control of Livestock and Fish Feed Act, Article 14, Sections 1 & 2. The unauthorized collection of food waste and feeding it to dogs in the meat trade violates this regulation.

    Excrement and resulting environmental damage produced as a by-product of the illegal dog meat farm violates the Act on the Management and Use of Livestock Excreta Article 11. The excrement produced at dog meat farms causes environmental damage to the immediate and surrounding area.

    The act of slaughtering dogs for human consumption violates the Animal Protection Act Article 8, Section 1, Clause 4. The act of killing a dog without a justifiable ground โ€“ such as out of necessity for veterinary treatment or in circumstances of immediate threat, harm, or damage to human life or property- is a violation.

    The slaughter of dogs by electrocution violates the Animal Protection Act, Article 8, Section 1, Clause 1. Inflicting injury or death to any animal by the following means: battery by tools, exposure to drugs, exposure to extreme heat or fire, electrocution, and drowning is subject to legal punishment. Therefore, the routine slaughter of dogs by butchers and farmers by these methods violates the Act. Further, electrocution as a method of slaughter is internationally recognized as an inherently cruel method of slaughter and banned globally.

    The slaughter of dogs from an unauthorized slaughterhouse violates the Livestock Products Sanitary Control Act, Article 7 Section 1. The Livestock Products Sanitary Control Act states that dogs are officially recognized and classified as โ€œanimalsโ€ that are โ€œprohibited from being slaughtered and distributed as food for human consumption.โ€ Therefore, those vendors operating dog slaughterhouses are operating outside of the parameters of the law.

    The slaughter of dogs for consumption violates the Animal Protection Act, Article 10. The Act intends to ensure that no animal is slaughtered in a cruel or revolting manner and shall be free from unnecessary pain, fear, or stress during the slaughter process. Therefore, the only humane way of slaughtering dogs would be by euthanasia (lethal injection). All currently practiced methods of slaughter by butchers, farmers, and traders exclude euthanasia as a method of slaughter. Therefore, they are all in breach of this Act. This also violates the Livestock Products Sanitary Control Act Article 7 Section 1 Clause 2. According to the Livestock Products Sanitary Control Act, the slaughter of animals for their consumption is allowed only for livestock animals publicly announced as livestock classifications in the Livestock Products Sanitary Control Act, and dogs are not classified here.

    The display and sale of dog carcasses in traditional outdoor markets violate the Food Sanitation Act, Article 4, 5. Violation of laws banning the sale of harmful food due to the contamination from the unsanitary and illegal slaughter of the animal and display of the dog carcass. For example, dog carcasses are routinely contaminated by microorganisms that cause human diseases and food poisoning, leading to severe and life-threatening health complications. There are also strict laws that ban the sale of meat from sick animals. These laws are likely routinely violated because there is no quality control or proper monitoring of slaughter practices in the dog meat trade.

    Dog meat restaurants selling soup made with dog carcasses from an unknown source violates the Food Sanitation Act Article 44 Section 1 Clause 1. Uninspected livestock products must not be transported, stored, displayed, sold, or used to manufacture or process food for human consumption.

    The dog farms specified above are suspected to be unregistered facilities and have been contributing to the pollution of the environment; thus, they require urgent administrative measures and immediate shutdown.

    1. Under the current enforcement decree of the Act on the Management and Use of Livestock Excreta, any dog farm at least 60 square meters in size is subject to registration as a waste emission facility. Any illegal dog farms operating without proper registration must be ordered to suspend operation and close per Articles 17 and 18 of the Act. Administrative actions such as the imposition of fines must be issued according to Article 50 and the enforcement decree Article 20 of the same law.

    2. Illegal dog slaughter may violate Article 8 of the Animal Protection Act. If a dog farm has committed an illegal dog slaughter, they will be sentenced to less than two years in prison and fined up to 20 million won. Please inspect the dog farm site to check if illegal dog slaughter is committed and report it to the police.

    3. According to Articles 25 and 46 of the Waste Control Act, food waste feed recycling requires that dog farms are equipped with appropriate facilities and must be registered and authorized by the municipal government. Please inspect the dog farm to check if the food waste is being fed to dogs and take appropriate administrative actions per Article 66 for violations.

    4. In the case of temporary buildings, dog farms must obtain approval according to Article 14 (Building Reports) and Article 20 (Temporary Buildings) of the Building Act. Please remove the building if the building is unauthorized.

    5. If sewage contamination is found, Personal sewage treatment facilities must be reported per Article 34, Paragraph 2 of the Sewerage Act. After inspecting the discharge of manure and wastewater into the public water, please take administrative measures per Article 77 of the Sewerage Act.

    6. If household waste is found: Unlawful dumping and loading of household waste violate Article 13 of the Waste Control Act. After investigating the accumulation of household waste in the vicinity, please take measures per Article 66-1 of the Waste Control Act.

    7. The raised wire cages are torture devices that inflict great physical pain on the animals forced to exist in them.
    – Please issue an order to remove the raised wire cages in violation of breeding management practices per Article 7 of the Animal Protection Act.
    – Please charge the dog farm for animal cruelty and order a correction according to Article 8 of the Animal Protection Act.

    8. The dogs are exposed to the frigid cold, unable to move while trapped in an outdoor raised wire cage. This clearly constitutes animal cruelty.
    – Please issue a corrective order and prosecute the dog farm.
    -Article 4 of the Enforcement Rules of the Animal Protection Act: โ€œ(6) 2. Any act that inflicts bodily pain or injury upon an animal by keeping an animal in severe heat or cold without justifiable reasons such as the animalโ€™s natural habits or required rearing environment.โ€

    9. Please reply with the number and breed of dogs in the dog farms.

    10. If the lot is designated as a โ€œFarm field or Rice paddy,โ€ breeding facilities on farmland must comply with Article 35 Paragraph 1 item 1 of the Farmland Act for livestock and industrial use facilities. A person who intends to install and use such a livestock breeding facility must,
    1) Report and obtain permission for farmland conversion per Article 35 of the Farmland Act
    2) Follow procedures such as temporary permission for use per Article 36 of the Farmland Act.
    Therefore, please investigate whether the person who changed the farmland followed the procedures per the Farmland Act. In case of non-compliance, take administrative measures such as issuing an order to restore to the original state per Article 42 of the Farmland Act and impose a fine for โ€œcompensation for compulsory performanceโ€ per Article 63 of the Farmland Act.

    11. Please reply with the type of food being fed to the dogs. If food and water are not given, issue a corrective order per the Animal Protection Act, Article 7, paragraph 1.
