2. It is understood that the complaints you have requested are related to the identification of violations of related laws and administrative dispositions related to dog breeding and illegal slaughter, and we will respond to them.
3. This is to inform you that food waste discharging businesses under Article 8-4 of the Enforcement Decree of the Waste Management Act can be entrusted to those who have obtained waste disposal reports (recycled food waste to their livestock) pursuant to Article 46 of the Waste Management Act and Article 66 of the Enforcement Regulations.
4. In addition, those who intend to install or operate dog breeding facilities of 60㎡ or more must report livestock excrement discharge facilities pursuant to Article 11 (3) of the Livestock Excreta Act.
5. According to Article 2 of the Livestock Hygiene Management Act, dogs are not subject to punishment in relation to illegal breeding and slaughter, as dogs are not subject to punishment. In addition, we are pleased to inform you that we are cracking down on actions that fall under animal cruelty.

2. 안녕하십니까? 귀하께서 신청하신 민원 사항은 개 사육 및 불법 도축과 관련하여 관련 법 위반사항 확인 및 행정처분에 관한 것으로 이해되며, 이에 대하여 답변 드리겠습니다.
3.「폐기물관리법」시행령 제8조의4에 해당하는 음식물류 폐기물 다량배출사업장은 발생하는 음식물류 폐기물을 「폐기물관리법」 제46조 및 동법 시행규칙 제66조에 따라 폐기물처리신고(음식물류 폐기물을 자신의 가축의 먹이로 재활용하는자)를 득한 자에게 위탁하여 재활용 할 수 있음을 알려드립니다.
4. 또한, 60㎡이상의 개 사육시설을 설치하려고 하는 자 또는 설치·운영하고 있는 자는 「가축분뇨의 관리 및 이용에 관한 법률」제11조3항에 따라 가축분뇨배출시설 신고를 하여야 하며 이를 위반하거나 가축분뇨로 인한 환경오염행위를 일으킬 경우 관련법에 따라 조치하고 있음을 알려드립니다.
5. 축산물 위생관리법 제2조에 의거 개는 가축에 해당하지 않으므로 불법 사육 및 도축과 관련하여 처벌대상이 아니며 동물보호법 제8조와 관련하여 식용을 위한 개의 도축은 명시 되어있지 않으므로 처벌할 수 있는 근거 규정이 아닙니다. 또한 동물 학대에 해당하는 행위에 관해서는 단속하고 있음을 알려드립니다.
