Response from Incheon Yeonsu-gu

We have received the response below from the Incheon Yeonsu-gu’s Finance and Economy Division, Finance Support Department regarding our campaign/petition:Incheon Yeonsu-gu, South Korea, Shut down the illegal dog meat farms, slaughterhouses, markets and restaurants.

This response is a typical one from Korean government, which states; basically that they will do nothing, and they can do nothing, about the dog and cat meat industry and its inherent cruelty.

Even though the Incheon Yeonsu-gu government would be aware of dog meat businesses operating in the district, it could claim there are no dog farms because there are no government records, regulations or oversight for dog farms in Korea. But local dog meat businesses would obtain dog meat from large factory farms or homes that breed few dogs to make money. In reality, various levels of governments in Korea turn a blind eye to the dog meat industry and no one is protecting dogs from cruel treatment and slaughter.

Shown below are two search results on Naver (the most popular search engine in Korea) – the first one was for so-called “Health Centers,” which commonly sell dog elixirs and cat elixirs (also known as dog soju and cat soju), and the second one was for “dog meat restaurants.”
The searches resulted in dozens of 39 Health Food Shops and 33 dog meat restaurants in and within the vicinity of Incheon Yeonsu-gu.

Our campaign is effective because now they are aware that the eyes of the world are watching their district’s dog meat industry and would bring this issue to the attention of their governments for action. Let’s keep up the pressure by taking action!

Before you buy a product from Samsung, Hyundai, Kia, or LG, or visit Korea and spend your hard-earned money there, please remember how the Korean government is supporting criminals in the cruel dog meat industry by turning a blind eye to the unimaginable suffering of millions of sentient animals.

○ 대한민국의 개식용 문화에 대한 논란은 해외뿐만 아니라 국내에서도 수십 년 전부터 지속되어왔습니다. 최근에는 국내에 반려동물 인구수가 천만 명을 넘어섰고 개를 포함한 반려동물은 소유물이 아닌 가족이라는 인식이 사회 전반에 널리 확산되었습니다. 이로 인해 개고기에 대한 수요는 급감했으며, 식용견 농장이나 도살장, 식당 등도 과거에 비해 찾아보기 어려울 만큼 그 수가 감소되었습니다.
○ 귀하께서 말씀하신 사항 중「축산법」에 따른 식용견 농장 및「축산물위생관리법」에 따른 도살장은 현재, 연수구에는 없음을 알려드립니다. 아울러 우리 구에서는 동물보호 및 복지 향상을 위해 다양한 정책을 추진하고 있으며, 동물보호센터에서 연간 400마리의 유기 동물을 구조하고 관리할 수 있도록 관리 비용을 지급하고 있고, 유기 동물을 입양하는 사람에게 질병 치료·진단비를 지급하여 입양 문화를 활성화하고 있습니다.

2. 현재 연수구의 음식물류폐기물의 수집운반 및 처리방법은 다음과 같습니다.
① 가정,일반음식점 : 연수구청과 대행계약한 수집운반업체에서 음식물 수거 후, 공공처리시설인 송도자원환경센터내 음식물류폐기물자원화시설 및 민간처리업체에서 사료화, 퇴비화 처리 하고 있음
② 다량배출사업장 : 음식물류폐기물 처리업체(사료화,퇴비화 등으로 처리)와 별도 계약하여 처리함. 다량배출사업장은 처리방법에 대해 구청에 신고하도록 되어 있음 연수구 관내에서 음식물류폐기물이 개농장등 동물 사육농가로 처리되는 경우는 없다고 보여지나, 우려하시는 사항이 발생하지 않도록 관내 일반음식점 등에 관련사항 안내 및 불법처리가 이루어지지 않도록 협조 요청 공문을 발송하도록 하겠습니다.
