Full Account of Dongducheon (Yeoncheon, S. Korea) Animal Shelter’s Bizarre Behavior. (Translated from CARE’s posting)

Unification Animal Hospital contracted to operate animal shelter for the city of Dognducheon was recently terminated for illegal activities as below:

1. Many of the shelter dogs were found in a dog meat farm.
2. Many dogs were adopted out to one person who used them as breeding dogs with no shelter, tied up in fence in freezing cold.
3. Cats operated for TNR (Trap/Neuter/Release) were released into mountains.
4. Kittens too young for TNR operation were operated.
5. Reported the weight of euthanized animals as mostly 2kg.

While CARE was treating 7 dogs (heartworms, Corona Virus,..etc) rescued and getting ready for adoption of 4 dogs in foster homes,
1. On 2/15/13, remaining dogs at the animal shelter and a dog being treated at a veterinary hospital in Dongducheon disappears. (The dog was turned over to CARE and was being treated but now by the city employee’s conspiracy, dog is taken back).
2. The remaining dogs at the animal shelter disappears after the city employee, Ki-Jun Park team leader visits the shelter.
3. The dog in the photo was taken back by the former owner.
4. We requested the return of these dogs from the Director of Unification Animal Hospital who was in charge of the care of these dogs but he refused by saying the dog meat farmer and the person who adopted many dogs were “good people”.
5. We can not confirm the safety of disappeared dogs and we presume they were disposed.
6. Planning a visit for 2/18/13 to the city hall to protest.

The dog in the photo (named “Sarangyee”) is the dog disappeared today. As shown in the photo, parasite was found and was in serious condition with collar penetrating deep into her skin but the owner who adopted her was not providing her any treatment and gave up the ownership by turning over the dog to CARE.
However, the former owner took the dog back threatening with a business card of someone affiliated with the Korean president elect, Geun-Hye Park complaining about the veterinary bill being too much and stating that he was told to take the dog back.

Please protest with the city of Dongducheon to confirm the safety of the dogs disappeared. They are in danger.

Update: Dongducheon Case, Release and re-hospitalization of Sarangyee, the dog previously detained

2 days have passed. CARE was able to take over the ownership of Sarangyee after signing a memo of understanding promising to not raise issue about the problems of the past demanded by the former owner of Sarangyee and Ki-Jun Park(Team Leader) of Dongducheon. Condition of Sarangyee’s neck, without any treatment for the last 2 days, worsened, soaked with blood and she was re-hospitalized at a hospital affiliated with our organization. We hid her so that the former owner and the city employees won’t be able to take her back without permission.

Even though we signed a memo and took back the dogs as if this was a coercive kidnapping case, now that we have the ownership of these dogs if they were to appear and try to take the dogs back again it would be punished as a theft.

We should never condone their behavior where they blocked the road with their car and detained and prevented us (all women) from passing in darkness at a secluded rural location.

What’s unforgivable is that they hid these dogs at a dog farm filled with excrements as hostages while demanding a promise from us.

This is the shame of South Korea! Imagine a city employee behaving like this…

The demand by the city employees through memo of understanding were as follows:
1. We will not take legal action regarding the problems with dog meat farm, reckless adoption, vet’s inhumane handling of the shelter animals, problems with city employees, the former owner of Sarangyee.
2. We will take down all the online postings regarding this case.
3. We will explain that the city employees cooperated the best they can.

Animals are the one who suffered.
If they want forgiveness that would have to come from the animals.
We don’t have any right to forgive them on behalf of the animals.

Ki-Jun Park and his team with the city of Dongducheon seems to have misjudged us.
Ki-Jun Park, sorry we can’t keep the promise according to the memo of understanding.
What wouldn’t we do in order to take the dogs back safely? We will even kneel down if we have to.

1. 통일동물병원이 동두천시, 연천군 유기동물보호소를 위탁운영하던 중 불법행위가 발각되어 최근 계약해지

2. 통일동물병원 유기동물 처리문제
가.다수 유기견이 전문개농장에서 발견됨
나.특정 개인에게 집중적으로 입양(개집도 없이 노천에 묶여 번식용으로 길러져)
다.TNR시술한 고양이 야산방사(불법)
라.TNR해선 안되는 어린 유기묘도 시술(불법)
마.안락사 처리한 개들의 체중이 대부분 2kg이라고 동두천시에 보고

3. 동물사랑실천협가 최근 7마리 구조치료중(코로나 바이러스 및 심장사상충 등), 남은 4마리 임보, 입양추진 중
가.15일(금)보호소에 남아있던 유기견과 병원에서 치료받던 개 사라져(동물사랑실천협회 인계, 동두천 소재의 한 동물병원에서 치료받는 도중 공무원과 결탁하여 무단으로 데리고 나감)
나.보호소에 남아있던 유기견, 동두천시 박기준 팀장이 다녀간 뒤 사라져
다.사진속 치료받던 개도 포기했던 입양자가 다시 데려감(박기준 팀장 허락)

4. 사라진 동물 관리 책임자였던 통일동물병원 원장에게 원상회복협조를 요구했으나, 개농장주인 등 입양자들이 선량한 사람들이라고만 옹호하며 거부

5. 현재 사라진 개들의 안전이 확인되고 있지 않아 처분한 것으로 추정

6. 18일(월)동두천시에 항의 방문예정

사진속 개는 오늘 사라진 개입니다. 사진처럼 기생충이 검출됐고, 목줄이 목을 파고들어 심각한 중상이었지만, 당초 입양했던 개인은 이 치료조차 해주지 않다가 동물사랑실천협회에 인계하면서 소유권을 포기했었습니다.

하지만 오늘 박근혜 당선인 선대위 소속명함을 꺼내들며 압박했고, 병원비가 비싸다는 투정을 부리며 다시 데리고 가라고 했다고 둘러대며 개를 데리고 가버린 것입니다.

사라진 개들의 안전이 확인될 수 있도록 동두천시에 항의해주세요. 애들이 위험합니다.

<동두천사건, 함께 억류됐다 풀려난 '사랑이' 다시 입원>

– 동두천 공무원들이 유기견 은닉에 관여

– 관련공무원, 수의사, 개농장 주인 대상 법적 대응않겠다는 각서요구

– 한때 활동가들 억류, 구조된 아이들 보호소 입소조치

– 부패된 목수술직후 끌려간 사랑이 2일간 방치 피흥건

동두천시보호소에서 묻지마 입양을 당했던 사랑이, 개농장에 집단으로 묻지마 입양이 보내진 다른 녀석들과는 달리 사랑이는 비록 개농장으로 보내지진 않았으나 역시나 한 사람에게 집단 입양이 보내졌었고, 비록 그 집은 개농장은 아니었으나 대부분의 개들이 모두 대형견에 십수마리가 집이 전혀 없이 눈밭 펜스기둥에만 묶여 새끼만 낳아주는 용도로 보였습니다.

목이 썩어들어가던 사랑이는 소독약만 발라주면 된다는 주인 밑에서 아무런 치료도 받지 못한 채 겁에 질려 살고 있었고, 협회에서 발견한 날 데리고 나와 인근 병원에서 수술을 급히 받게 한 다음 날, 전 주인이 돌연 나타나 무단으로 데리고 사라졌었습니다.

이틀이 지난 오늘에서야 전주인과 동두천시 박기준 팀장이 요구하는 ‘마음에 들때까지의 각서'( 그간의 문제들을 덮어 두겠다) 를 써 주고 나서야 사랑이를 소유권과 함께 인계받았습니다. 이틀동안 아무런 치료도 받지 못한 사랑이는 수술부위가 잘못되어 피가 흥건히 나고 있습니다.

어제 새벽 협회 연계병원으로 옮겨 입원시켰습니다.

이번에는 공무원들과 전 주인이 또 다시 무단으로 데리고 가지 않도록 꽁꽁 숨겨 놓았습니다.

비록 강압적인 인질극처럼 각서까지 써 주며 아이들을 되돌려 받았으나 이번에는 확실히 소유권을 넘겨 받은 것이니 어디서든 나타나 아이들을 데려 간다면 절도로 처벌될 것입니다.

시골의 외딴 곳 어두운 장소에서 여성들을 돌아가지 못하게 차량으로까지 통로를 막아서고 억류한 이 상황에 대해 절대로 묵과할 수 없습니다.

가장 용서가 안되는 이 상황은 아이들을 볼모, 인질처럼 개농장 배설물더미에 다시 빼돌려 가두고 각서를 요구했다는 사실입니다.

현장에 있던 우리 모두는 마치 아이들이 유괴된 부모들 같았습니다.

대한민국의 수치입니다! 이런 사람들이 공무원이라니…

공무원들이 각서로 맘에 들때까지 수정, 요구했던 내용은

1.개농장. 묻지마 입양. 수의사의 비인도적 동물처리상황. 공무원들에 대한 문제, 사랑이를 데려간 전주인의 문제 모두를 법적으로 문제 삼지 말 것

2.그간의 동두천시 관련 글들을 모두 삭제할 것

3.공무원들이 최선을 다해 협조했다고 해명해 줄 것 등이었습니다.

고통을 당한 것은 동물들입니다.

용서를 해야 한다면 그 주체도 동물이 되어야 합니다.

우리들은 동물을 대신해 용서를 해 줄 아무런 자격이 없습니다.

동두천시 박기준 팀장 이하 공무원들이 우리 협회를 잘못 판단한 듯 합니다.

박기준 팀장님. 각서대로 이행하지 못해 미안하군요.

아이들을 무사히 데리고 나올 때 까지 뭔들 못하겠습니까. 무릎이라도 꿇으라면 할 수 있습니다.
