Yeoju, South Korea: Shut down the illegal dog farms and slaughterhouses!
Yeoju has still not responded to our official Korean government petition (e-People) regarding the numerous dog farms still in operation. They claim that they are not obligated to respond to our petitions because we don’t live in Korea. Their excuse, however, is not a legitimate one. Yeoju must immediately respond to our petitions, end their indifference toward animal cruelty and the illegal dog meat industry, and take immediate action to shut down all illegal dog farms and slaughterhouses.

The dog farm specified above is suspected to be an unregistered facility and has been contributing to the pollution of the environment and thus requires urgent administrative measures and immediate shutdown.
1. Under the current enforcement decree of the Act on the Management and Use of Livestock Excreta, any dog farm at least 60 square meters is subject to registration as a waste emission facility. Any illegal dog farms operating without proper registration must be ordered to suspend operation and close under Articles 17 and 18 of the Act. Administrative actions such as the imposition of fines must be issued according to Article 50 and the enforcement decree Article 20 of the same law.
2. Illegal dog slaughter may violate Article 8 of the Animal Protection Act. If a dog farm has committed an illegal dog slaughter, they will be sentenced to less than two years in prison and fined up to 20 million won. Please inspect the dog farm site to check if illegal dog slaughter is committed and report it to the police.
3. According to Articles 25 and 46 of the Waste Control Act, food waste feed recycling requires that dog farms are equipped with appropriate facilities and must be registered and authorized by the municipal government. Please inspect the dog farm to check if the food waste is being fed to dogs and take appropriate administrative actions under Article 66 for violations.
4. In the case of temporary buildings: Dog farms must obtain approval according to the Building Act Article 14 (Building Reports) and Article 20 (Temporary Buildings). Please remove the building if the building is unauthorized.
5. If sewage contamination is found: Personal sewage treatment facilities must be reported under Article 34, Paragraph 2 of the Sewerage Act. After inspecting the discharge of manure and wastewater into the public water, please take administrative measures under Article 77 of the Sewerage Act.
6. If household waste is found: Unlawful dumping and loading household waste violate Article 13 of the Waste Control Act. After investigating the accumulation of household waste in the vicinity, please take measures under Article 66-1 of the Waste Control Act.
The unauthorized processing of food waste fed to dogs in the meat trade violates the Wastes Control Act, Article 15-2, Article 25, Section 3. Suppliers of food waste and transporters of food waste to dog meat farms are violating this regulation.
Food waste fed to dogs in the dog meat trade violates the Control of Livestock and Fish Feed Act, Article 14, Sections 1 & 2. The unauthorized collection of food waste and feeding it to dogs in the meat trade violates this regulation.
Excrement and resulting environmental damage produced as a by-product of the illegal dog meat farm violates the Act on the Management and Use of Livestock Excreta Article 11. The excrement produced at dog meat farms causes environmental damage to the immediate and surrounding area.
Slaughtering dogs for human consumption violates the Animal Protection Act Article 8, Section 1. Killing an animal by hanging it by the neck or by using any other cruel methods; killing an animal on the street or any other places open to the public or killing an animal with animals of the same kind present at the scene; killing an animal by failing to feed or water it on purpose; killing an animal without any justifiable grounds is clear violation of the Animal Protection Act.
The slaughter of dogs by electrocution violates the Animal Protection Act, Article 8, Section 1, Clause 1. Inflicting injury or death to any animal by the following means: battery by tools, exposure to drugs, exposure to extreme heat or fire, electrocution, and drowning is subject to legal punishment. Therefore, the routine slaughter of dogs by butchers and farmers by these methods violates the Act. Further, electrocution as a method of slaughter is internationally recognized as an inherently cruel method of slaughter and banned globally.
The slaughter of dogs from an unauthorized slaughterhouse violates the Livestock Products Sanitary Control Act, Article 7 Section 1. The Livestock Products Sanitary Control Act states that dogs are officially recognized and classified as “animals” that are “prohibited from being slaughtered and distributed as food for human consumption.” Therefore, vendors operating dog slaughterhouses are outside the law’s parameters.
The slaughter of dogs for consumption violates the Animal Protection Act, Article 10. The Act intends to ensure that no animal is slaughtered in a cruel or revolting manner and shall be free from unnecessary pain, fear, or stress during the slaughter process. Therefore, the only humane way of slaughtering dogs would be by euthanasia (lethal injection). All currently practiced slaughter methods by butchers, farmers, and traders exclude euthanasia as a method of slaughter. Therefore, they are all in breach of this Act. This is also a violation of the Livestock Products Sanitary Control Act Article 7 Section 1 Clause 2. According to the Livestock Products Sanitary Control Act, the slaughter of animals for their consumption is allowed only for the livestock animals publicly announced as livestock classification in the Livestock Products Sanitary Control Act and dogs are not classified here.
The display and sale of dog carcasses in traditional outdoor markets violate the Food Sanitation Act, Article 4, 5. Violation of laws banning the sale of harmful food due to contamination from the unsanitary and illegal slaughter of the animal and display of the dog carcass. For example, dog carcasses are routinely contaminated by microorganisms that cause human diseases and food poisoning, leading to severe and life-threatening health complications. There are also strict laws that ban the sale of meat from sick animals. Because there is no quality control or proper monitoring of slaughter practices in the dog meat trade, likely, these laws are routinely violated.
Dog meat restaurants’ sale of soup made with dog carcasses from an unknown source violates the Food Sanitation Act Article 44 Section 1 Clause 1. Uninspected livestock products must not be transported, stored, displayed, sold, or used to manufacture or process food for human consumption.
Our worldwide campaign urging your city to shut down all illegal dog farms and slaughterhouses are in progress. https://chng.it/GH7FHtGK
We urge you to take quick and strong administrative measures to address the violation of laws and shut down all these illegal dog farms and slaughterhouses immediately!

Please stop this atrocity!! This is so evil & sick! Dogs are such sweet & kind animals – they are our family & best friends. Please stop killing them!! People around the world know about this & we are sickened & horrified by your country!
I dont see y people have that behavior against our best friend.
They love us and giv us so much love…and people do that to them…not fair….WRONG!
VEGAN!
STOP IT!!!
Please stop torturing these animals who are intelligent creatures and with kindness become your best friend.
This is wrong, cruel and heartless these animals all deserve better life then being caged and tortured .. This needs to stop
Terrible atrocities to dogs
Just because your family was doing it, does not mean you have to repeat their CRIMES. You are nothing but BARBARIANS and SAVAGES in the eye of the world that is closely watching you. STOP the SLAUGHTER.
Leaving dogs to starve or freeze to death only makes karma come back to bite you all even harder. You are murderers and deserve to die in same manner as the poor animal that cried for help and was ignored before its death. If you were in a fire these dogs would not hesitate to hear your cries and save you.
It’s enough with all this animal torture. We have a virus that has shown how no one is safe. Yet you keep spreading bacteria with dead animals lying around. Pathetic.
I pray the animals you eat will poison you in revenge. May your next life you come back in the life of a dog and end up feeling the same fear, torture and death.
I pray that one day karma comes to you all ,for the barbaric way these poor animals are abused and killed 🤬
I hope these Degenerates get what they deserve
These are not humans. Yet even don’t have a soul to treat these poor animals like this. It’s Absolutely Discussing!!!!
Stop it!!
stop torture and killing, stop this evil! help !! be human, not monsters!
Please, file petition with the South Korean government through e-People online.
Maybe in the next life the people who are torturing the animals will come back as the animals they torture.
Please stop all dog farms. In fact, no animals should be raised purely for the purpose to be killed for food. No animals should endure this kind of abuses and live in this kind of condition. How can we claim dogs are our best friends? Is this how the way you treated your friends?
Filed petition on E-people. In Sep 2021. Korean President Moon called for a ban on eating dogs. Let us see if this will become law. The world is waiting for a change in Korea dog-eating practice and barbaric torture.
Compassion n Wisdom. Heavens is watching whatever we do.
Please stop this horrible way of living. It is just horrible.
Petition filed and emails sent. Usually most of the emails do not get accepted. Some always manage to get delivered though.
Dear Sue,
Thank you for caring and taking action!! Please refer to below for the emails bouncing:
FAQ: I have sent emails to addresses given on your web pages, but many of them ‘bounce’ or have some other message saying they cannot be delivered. Why is this?
There could be several reasons why your emails are returned or not delivered. Your returned email will indicate the reason for the returned email, such as “Message blocked,” “The receiver denied your mail.” We want to suggest separating your personal email from the petition mailing email account. You can also set up multiple email accounts on Gmail for petition email sending.
In addition, the sources from where we have collected these email addresses could be out of date or incorrect; or may have changed since we collected this information and listed it on our website. We do try our best to keep up-to-date information, but, as you can appreciate, it is not always possible to reflect these changes.
The e-People petition is the most effective of all your actions, so please try doing that today. This will never bounce back, and you will always get a response from the Korean government. http://www.e-People.go.kr
We also urge everyone to pass on your message by sending postal letters and making telephone calls. Telephoning is particularly effective as the message cannot be so easily ‘ignored.’

Shame on all the people who perpetuate or turn a blind eye on this kind of atrocity ,it’s absurd and disturbing that we are still even discussing it, these poor, innocent dogs and cats need to be rescued and nurtured back to life, this diabolical dog meat industry need to be stopped for God’sake
Every animal on this planet is an individual, they were not born into this world to be exploited , tortured and killed by the very beings who should be protecting them. I cannot believe that this is still happening. As a nation you are being judged on your cruellest intentions and actions towards these beautiful innocent animals…SHAME ON YOU…may your karma be most fitting!
