❄️ Neglected Dogs in Chuncheon are Finally Rescued❄️

Sharing for Coexistence of Animal Rights on Earth (CARE)

These defenseless dogs endured months of neglect on an icy roadside, battered by frigid winds. Finally, their suffering has ended—they have been rescued.

A tip-off in Chuncheon uncovered this shocking case of cruelty.
A small dog resembling a Terrier called a “Sapsal Gae” in Korean, was found tightly chained by the roadside without shelter. Rotting, frozen scraps of food surrounded it as large big rig trucks sped by dangerously close. Another dog, hidden behind a high fence, was suspected to be in even worse condition.

The informant, haunted by the sight, couldn’t sleep after witnessing the tethered dog’s misery. Despite contacting local authorities, no action was taken beyond issuing the owner a warning. One animal organization even dismissed the case, claiming it wasn’t abuse since the dogs weren’t being beaten.

As conditions deteriorated, the informant turned to CARE (Coexistence of Animal Rights on Earth). Though overwhelmed with ongoing rescues, CARE couldn’t ignore the desperate plea. After viewing a video of the dogs, they decided to intervene, sharing treatment costs with the informant to make the rescue possible.

When CARE arrived, the scene was worse than imagined. The trembling dog cowered behind a flimsy plank, terrified by the constant roar of passing trucks. He suffered from hunger, the bitter cold, and the relentless terror of its surroundings.

The rescue was fraught with challenges. The scrapyard owner refused to cooperate, cursing and hanging up the phone. Local authorities, initially passive, had only advised against leaving the dog by the roadside but failed to follow up. Undeterred, CARE persisted, directly contacting the owner and urging local officials to stay on-site.

Eventually, CARE convinced the owner to surrender the dogs. Inside the fenced area, they discovered an even graver situation: a neglected mother dog and her three puppies trapped amid piles of scrap metal, with no room to move and no protection from the freezing cold.

All the dogs were rescued. Their journey to recovery is just beginning, and we will share updates on their progress.

I am deeply disturbed by the recent case of animal neglect and cruelty in Chuncheon, where dogs were left defenseless against extreme cold, hunger, and constant danger. Despite multiple reports from concerned citizens, the Chuncheon City Government failed to take meaningful action to protect these animals. Their inaction allowed months of suffering to continue, in violation of both moral responsibility and the existing Animal Protection Act.

This case highlights systemic failures in enforcing animal protection laws in South Korea. While progress has been made in improving animal welfare, incidents like this expose critical gaps that leave animals vulnerable to abuse and neglect.

We urge the Chuncheon City Government to:
1. Launch an immediate investigation into the mishandling of this case by local authorities and ensure accountability for those who failed to act.
2. Implement mandatory training for local officials to recognize and respond effectively to cases of animal cruelty.
3. Establish a dedicated animal welfare task force to ensure quicker, more effective interventions in future cases.

We call on the South Korean Government to:
1. Amend the Animal Protection Act to include stricter penalties for animal abuse and neglect.
2. Mandate proactive enforcement measures, such as regular inspections of at-risk animals.
3. Provide increased funding and resources for animal rescue organizations and shelters.
4. Provide adequate shelter, food, and water to animals with clear guidelines and penalties for violations.

Animals are sentient beings who deserve protection and care. The neglect in Chuncheon should never have been allowed to persist. The failure to act caused immense suffering and undermined public trust in government institutions.

We demand immediate action to ensure that this tragedy is not repeated. Chuncheon City and the South Korean Government can demonstrate leadership in advancing animal welfare and justice by addressing these issues.
