For more than half a year, bodies of dozens of dead dogs were left to rot in cages at an illegal meat dog-breeding farm in Damyang, Jeollabuk-do Province. The owner apparently abandoned the dogs to starve to death when he was unable to get a permit from the local government to operate his illegal dog farm.
This dog farm reveals the hidden side of the practice of dog meat consumption and exposes the reality of an indifferent government and a citizenry whose awareness of the dog meat consumption problem is, at best, superficial.
This industry has been allowed to continue its operations due to the extreme moral laxness and negligence of our administrative government agencies. The dog meat industry has been embellished, justified, and promoted through ignorance.
And the result of this human ignorance has been the unnecessary suffering of living beings.
Living dogs and the carcasses of those who have died are sharing cages because the owner did not remove the dead bodies, thus exposing the living animals to illness and infection and forcing them to endure the constant fear of death from hunger and thirst.
Some dogs, managing to escape their raised cages, roam the streets looking for food. While they pose a possible threat to the residents of the neighborhood, these people don’t seem to understand or regret that their apathy and lack of concern is the cause of the plight of these starving dogs.
Causing the death of animals through neglect is one form of animal cruelty that happens often in our country. Especially extreme neglect is most prevalent in the morally lax meat dog-breeding farms commonly found around the foothills of mountains. Despondent and dejected dogs, tied up and suffering from inadequate food and protection, are found everywhere on these farms.
This is the result when dog farms are operated illegally and the owners, unable to make the farm work, commit acts of emotional and physical cruelty by abandoning both the farm and the animals. It is a reality that cannot be prevented as long as the dog meat consumption industry is allowed to continue. There are so many of these inadequate dog farms scattered around the country it is impossible to count them all.
What’s more frustrating is that the local government, responsible for blocking the construction of these dog farms, which would then prevent any resulting animal cruelty, is doing nothing. Dog farms like this one, and even worse, exist all over the country.
Live dogs, witnessing their friends dying and subjected for months to the stench of the decomposing bodies, must themselves have felt a terrible fear of death
We have been told that the owner is currently providing the surviving dogs with food. Even if that were true, they are still existing in horrific conditions and, judging from the owner’s past behavior, it is doubtful that he will in fact take care of the living animals properly and humanely.
Korea Animal Rights Advocates sent an official document to the Jeollanam-do Provincial Government and the Damyang District Office requesting the removal of the carcasses and the protection of the living dogs. We were able to communicate by phone with the Damyang District Office’s Animal Protection Volunteer Inspection Union staff, and were told that they had removed all the carcasses but had to leave the surviving dogs as there was no facility to transfer them to. For now they said that the Volunteer Inspection Union staff will visit the dog farm again to check on the condition of the remaining dogs.
When confronted with these cases of such horrific abuse and neglect, the local government’s response is always the same, it is not possible to do anything, it’s too difficult. What is difficult to understand is why there have been no countermeasures established to prevent the pervasiveness of these dog farms. As long as our government continues to neglect the problems of the dog meat industry, there will be no hope for the improvement of the animal cruelty issue.
We again ask that Jeollanam-do Damyang District Office immediately remove and protect the remaining dogs from the animal abuser. We strongly urge you to show your firm commitment that you will no longer allow the establishment of dog-breeding farms by rescuing and protecting the dogs at this particular farm. Your actions are the only way to prevent the reoccurrence of this situation.
Animal cruelty occurs because animals are often weaker than, and dependent upon, humans. But animal cruelty should never happen. No one has the right to abuse another living being.
KARA will do our best to resolve this issue satisfactorily and prevent future occurrences of cases like this.

L. their needs to be a place to put them. Where they are safe. The people taking the pictures so we are aware of the atrocities that are being committed can only do so much. If anyone can send them money to buy land and make a home for these poor dogs. I am torn in two because I can do so little. I will write to their government to let them know I can not accept their lack of feeling for these companion animals. I wish they felt like we do.
To view these photos is truly heart-breaking. This situation is disgusting and despicable and these people are low life barbarians. I agree with another commentor – whomever is taking these photos of these poor dogs locked up in these cages need to open them up and rescue these dogs, now, before it is too late. And EDUCATE these people about the atrocity they are doing to these living beings.
Cindy, we don’t know their laws and maybe they can’t cuz I know they want to. They also need a place to take the dogs they have found. At least they are looking for them and documenting where they are and asking us to write to their government to do something. Like uphold the law. I wish we could go over there and find the other illegal farms and save all the dogs and cats from such horror. The reality is we rely on the wonderful people there to do all the work and I hope we can thank them and support them in all their efforts. They want this to stop as much as we do. Again, I agree with Susi. It is so easy to say, “Someone should do something about this!” I feel that way too but realistically it’s not that simple. Don’t you think the people who cared enough to write this article and promote this issue love dogs so much that it just about killed them not to be able to let out all of these dogs? If you think it is that easy and there is no excuse for not doing it, I ask you to Google HSUS Horrible Hundred, which will bring up the Humane Society of the United States’ annual report of 100 of the worst puppy mills (of approximately 10,000) in the United States and read about their violations. What you will read about are violations of the Animal Welfare Act, which is enforced by the United States Department of Agriculture (USDA). The puppy mills in the Horrible Hundred have violation upon violation yet even though they are breaking the law, the sanctions (when they are even given) are minimal and only a very few have their licenses revoked. Many of the puppy mills in this report make the list year after year, yet they remain in business. This is in OUR country. So why aren’t WE just going to these puppy mills and letting the dogs out? For one thing, it would be illegal. If you genuinely want to make a difference, instead of just saying that someone should do something you need to get involved and BE that someone. In our country the Humane Society of the United States is making huge strides in making this a more humane country for animals (humanesociety.org), the National Mill Dog Rescue (milldogrescue.org) rescues puppy mill dogs (mostly breeding “stock”) that have lived in deplorable conditions for years and provides them with medical care and lots of love until they can be found good homes, and Grey2K is working to shut down dog racing and rescues/rehomes as many retired greyhounds as possible. None of these amazing organizations can do their great work without donations so please research organizations and give as generously as possible. One of the best things you can do is to learn the stance of our political leaders on animal welfare issues, contact them on a regular basis to tell them you vote pro-animal, and then VOTE for the pro-animal candidates. Legislators will quickly come around and support anti cruelty laws if they get the message that keeping their job depends on it. I, too, am very upset about the treatment of these dogs and those at other facilities in Korea but how can we expect that it is as simple for the Koreans to just open the cages and let them out when there are things we can do here to ease the suffering of animals and aren’t doing them. If we truly find animal cruelty despicable, we need to put our words into action. That is the only way to create change!
It is not all Koreans. Just like it is not all American’s who mistreat farm animals. True, I don’t understand the ability to starve, torture, kill brutishly;with no feeling for the feelings of the animals. I want to go over there and do something to help. Like look for these abandoned farms. Where dogs are left to starve or if they break out, hopefully they won’t eat a person. Please Robert think of positive things you can do to help. Like writing the people in the Government. Let us appeal to them. Let them know we do not agree with their lax attitudes.
Dogs are sentient beings like you and me. They suffer terribly and is dependent on the people who treat them well. I hope the photographer opened the cages and helped them. Why is not clear it? I feel so bad to see all the dogs in this hell. I wish I could buy up everyone and help them. How can people be so cruel to the loveable animals, or animals in general. This misery must end. Nobody loves you as much as your dog, unconditionally, and it protects you. Government WAKE UP! AND DO SOMETHING ABOUT THIS.
Can someone put this person and all the people involved in a cage and leave them to starve .. they are the lowest form of life and wouldn’t even dirty my shoes on them .. they are so low that hell is too good for them. .. hope that you were able to save many of them. Do not believe the owner is providing food and glad that KARA is monitoring and able to provide the care that is needed for these special boys and girls and hope they can find forever homes. What the officials actually doing to enforce – absolutely nothing and this is disgraceful – they are as guilty as the owner. I agree with Susi. I am originally from one of the biggest farming factory and puppy mill states in the country and I abhor both of these. There are many other abuses of animals that occur in the U.S. (dog fighting, greyhound racing, horse soring, etc.) but there are millions of us trying to make these practices illegal. Please remember that this article was written by Koreans who also hate this practice and are working to create change. Please don’t condemn all Koreans for the cruel actions and attitudes of some.

Although dogs have been used as food in times of war or other hardships, this practice is increasingly considered as a horrific eating habit and against the evolution of mankind. Pets are considered as the companions of humankind. They are considered as close as human beings can possibly be. It’s a taboo that need to be stopped, not a ‘cultural practice’ as some people using the term as an excuse.
