If you want to help fight the grisly South Korean dog and cat meat trade and make a difference in South Korea, here are a few quick actions you can take that could save millions of dogs and cats each year.
In Sangju, there are numerous dog farms, slaughterhouses, markets, and restaurants where the dogs, who have been tortured their entire lives, end up being slaughtered in the most inhumane ways, such as by electrocution, hanging, or beating, and then thrown into boiling water – sometimes while they are still alive. In many places, dogs are being killed in full view of other terrified, caged dogs; and this takes place in broad daylight. In addition, many abandoned and stolen former pets end up in this industry and are subject to the same cruelty.
A Search Engine reveals the sickening scale of Sangju’s dog meat demand.
Shown below are two search results on Naver (the most popular search engine in Korea) – the first one was for so-called “Health Centers,” which commonly sell dog elixirs and cat elixirs (also known as dog soju and cat soju), and the second one was for “dog meat restaurants.”
The searches resulted in dozens of Health Centers and dog meat restaurants in the vicinity of Sangju.
Even if half of these ‘Health’ Centers and restaurants serve dog and cat ‘ingredients’ in one form or another, imagine how many dog/cat slaughterhouses must be in the vicinity of Sangju to supply these outlets.
There are laws in South Korea against selling dogs and cats for consumption, yet these laws are blatantly ignored.

We ask you to take immediate action to crack down on the illegal dog farms, slaughterhouses, markets and restaurants that serve dog meat in your city. We request that an official document be issued, mandating that the following existing Korean laws be enforced by its government officials, police and judges:
Breeding:
Unauthorized processing of food waste fed to dogs in the meat trade violates the Wastes Control Act, Article 15-2, Article 25, Section 3. Suppliers of food waste and transporters of food waste to dog meat farms are violating this regulation. (Penalty: imprisonment with labor for not more than five years or by a fine not exceeding 50 million won per Article 64 of the Waste Control Act. Imprisonment with labor for not more than three years or by a fine not exceeding 30 million won per Article 65 of the Waste Management Act.)
The unauthorized collection of food waste and feeding it to dogs violates the Control of Livestock and Fish Feed Act, Article 14, Sections 1 & 2. (Penalty: imprisonment with labor for not more than three years or a fine not exceeding 30 million won per Article 33 of the Control of Livestock and Fish Feed Act.)
Excrement and resulting environmental damage produced as a by-product of the illegal dog meat farm violates the Act on the Management and Use of Livestock Excreta. The excrement produced at dog meat farms causes environmental damage to the immediate and surrounding area. (Penalty: imprisonment with labor for not more than two years or by a fine not exceeding 20 million won per Article 49 of the Act on the Management and Use of Livestock Excreta.)
Slaughter:
Slaughtering dogs for human consumption violates the Animal Protection Act Article 8, Section 1. Killing an animal by hanging it by the neck or by using any other cruel methods; killing an animal on the street or any other places open to the public or killing an animal with animals of the same kind present at the scene; killing an animal by failing to feed or water it on purpose; killing an animal without any justifiable grounds is clear violation of the Animal Protection Act.
The slaughter of dogs by electrocution violates the Animal Protection Act, Article 8, Section 1, Clause 1. Inflicting an injury to animals by physical or chemical means, such as tools or drugs, is subject to legal punishment. Therefore, the routine slaughter of dogs by butchers and farmers by these methods violates the Act. (Penalty: imprisonment with labor for not more than three years or by a fine not exceeding 30 million won per Article 46 of the Animal Protection Act.) Further, electrocution as a method of slaughter is internationally recognized as an inherently cruel method of slaughter and banned globally. In Korea, the Supreme Court in 2020 convicted a case of slaughtering a dog using an electric iron skewer.
The slaughter of dogs from an unauthorized slaughterhouse violates the Livestock Products Sanitary Control Act, Article 7 Section 1. The Livestock Products Sanitary Control Act states that dogs are officially recognized and classified as “animals” that are “prohibited from being slaughtered and distributed as food for human consumption.” Therefore, those vendors operating dog slaughterhouses are operating outside of the parameters of the law and in violation of the law. (Penalty: imprisonment with labor for not more than 10 years or a fine not exceeding 100 million won per Article 45 of the Livestock Products Sanitary Control Act.)
The slaughter of dogs for consumption violates the Animal Protection Act, Article 10. The Act intends to ensure that no animal is slaughtered in a cruel or revolting manner and shall be free from unnecessary pain, fear, or stress during the slaughter process. Therefore, the only humane way of slaughtering dogs would be by euthanasia (lethal injection). All currently practiced methods of slaughter by butchers, farmers, and traders exclude euthanasia as a method of slaughter. Therefore, they are all in breach of this Act. This is also a violation of the Livestock Products Sanitary Control Act Article 7 Section 1 Clause 2. According to the Livestock Products Sanitary Control Act, the slaughter of animals for their consumption is allowed only for the livestock animals publicly announced as livestock classification in the Livestock Products Sanitary Control Act, and dogs are not classified here.
Distribution & Sale:
The display and sale of dog carcasses in traditional outdoor markets violate the Food Sanitation Act, Article 4, 5. Violation of laws banning the sale of harmful food due to the contamination from the unsanitary and illegal slaughter of the animal and display of the dog carcass. For example, dog carcasses are routinely contaminated by microorganisms that cause human diseases and food poisoning, leading to severe and life-threatening health complications. There are also strict laws that ban the sale of meat from sick animals. Because there is no quality control or proper monitoring of slaughter practices in the dog meat trade, likely, these laws are routinely violated.
Dog meat restaurants’ sale of dog meat soup made with dog carcasses from an unknown source violates the Food Sanitation Act Article 44 Section 1 Clause 1. Uninspected livestock products must not be transported, stored, displayed, sold, or used to manufacture or process food for human consumption.
The Ministry of Food and Drug Safety must crack down on and punish businesses that sell dog carcasses and that process, cook, and sell products that use dog carcasses as raw materials.

Gyeongsangbuk-do Sangju Odae 3 gil 47-47The dog farm specified above is suspected to be an unregistered facility and has been contributing to the pollution of the environment and thus requires urgent administrative measures and immediate shutdown.
1. Under the current enforcement decree of the Act on the Management and Use of Livestock Excreta, any dog farm at least 60 square meters in size is subject to registration as a waste emission facility. Any illegal dog farms operating without proper registration must be ordered to suspend operation and close per Articles 17 and 18 of the Act. Administrative actions such as the imposition of fines must be issued according to Article 50 and the enforcement decree Article 20 of the same law.
2. Illegal dog slaughter may violate Article 8 of the Animal Protection Act. If a dog farm has committed an illegal dog slaughter, they will be sentenced to less than two years in prison and fined up to 20 million won. Please inspect the dog farm site to check if illegal dog slaughter is committed and report it to the police.
3. According to Articles 25 and 46 of the Waste Control Act, food waste feed recycling requires that dog farms are equipped with appropriate facilities and must be registered and authorized by the municipal government. Please inspect the dog farm to check if the food waste is being fed to dogs and take appropriate administrative actions per Article 66 for violations.
4. In the case of temporary buildings: Dog farms must obtain approval according to the Building Act Article 14 (Building Reports) and Article 20 (Temporary Buildings). Please remove the building if the building is unauthorized.
5. If sewage contamination is found: Personal sewage treatment facilities must be reported per Article 34, Paragraph 2 of the Sewerage Act. After inspecting the discharge of manure and wastewater into the public water, please take administrative measures per Article 77 of the Sewerage Act.
6. If household waste is found: Unlawful dumping and loading of household waste violate Article 13 of the Waste Control Act. After investigating the accumulation of household waste in the vicinity, please take measures per Article 66-1 of the Waste Control Act.
7. The raised wire cages are torture devices that inflict great physical pain on the animals forced to exist in them.
– Please issue an order to remove the raised wire cages in violation of breeding management practices per Article 7 of the Animal Protection Act.
– Please charge the dog farm for animal cruelty and order a correction according to Article 8 of the Animal Protection Act.8. The dogs are exposed to the frigid cold, unable to move while trapped in an outdoor raised wire cage. This clearly constitutes animal cruelty.
– Please issue a corrective order and prosecute the dog farm.
-Article 4 of the Enforcement Rules of the Animal Protection Act: “(6) 2. Any act that inflicts bodily pain or injury upon an animal by keeping an animal in severe heat or cold without justifiable reasons such as the animal’s natural habits or required rearing environment.”9. Please reply with the number and breed of dogs in the dog farms.
10. If the lot is designated as a “Farm field or Rice paddy,” breeding facilities on farmland must comply with Article 35 Paragraph 1 item 1 of the Farmland Act for livestock and industrial use facilities. A person who intends to install and use such a livestock breeding facility must,
1) Report and obtain permission for farmland conversion per Article 35 of the Farmland Act
2) Follow procedures such as temporary permission for use per Article 36 of the Farmland Act.
Therefore, please investigate whether the person who changed the farmland followed the procedures per the Farmland Act. In case of non-compliance, take administrative measures such as issuing an order to restore to the original state per Article 42 of the Farmland Act and impose a fine for “compensation for compulsory performance” per Article 63 of the Farmland Act.11. Please reply with the type of food being fed to the dogs. If food and water are not being given, issue a corrective order per Animal Protection Act, Article 7, paragraph 1.

– 전기감전방법으로 개를 도살하는 행위는 동물보호법 제 8조 2항 1호의 위반입니다. 도구ㆍ약물 등 물리적ㆍ화학적 방법을 사용하여 상해를 입히는 행위마저 법적 처벌의 대상인 만큼 당연히 상기 방법에 의한 도살 행위는 위법입니다. (처벌: 동물보호법 제 46조 의거 3년 이하 징역 또는 3천만원 이하 벌금)
전기도살은 국제적으로 잔인한 도살로 금지되어 있으며 국내에서도 2020년 대법원이 전기 쇠꼬챙이를 사용하여 개를 도살한 사건에 유죄판결을 내린바 있습니다.– 무허가 도살장에서 개를 도살하는 행위는 축산물 위생관리법 제 7조 1항 위반입니다. 개는 축산물 위생관리법에서 규정한 ‘도살, 식육으로의 유통이 불가능’한 동물로서 허가받은 도살장이 존재할수가 없습니다. 따라서 개 도살장을 운영하는 공급업체는 법의 매개 변수를 벗어나 법을 위반하고 있는 것입니다. (처벌: 축산물 위생 관리법 제 45조 의거 10년 이하 징역 또는 1억원 이하 벌금.)
– 자가소비를 목적으로 개를 도살하는 행위는 동물보호법 제 10조와 축산물 위생관리법 제 7조 1항 2호의 위반입니다. 모든 동물은 잔인한 방법으로 도살되어서는 안되는데, 개도살의 경우 인도적인 방법은 약물주사 외에는 없으므로 현재 한국에서 자행되는 모든 식용 목적 개도살은 잔인한 도살에 해당합니다. 축산물 위생관리법의 ‘자가소비를 위한 도살 허용’은 고시로 정한 축산물 위생관리법상 가축에 한하며 개는 해당사항이 없습니다.
유통, 판매:
현행 식품위생법과 식약처의 해석에 의하면 ‘개고기’는 명백히 식품의 원료가 아닙니다.
– 재래시장에서 개의 지육을 전시/판매하는 행위는 식품위생법 제4, 5조의 위반입니다. 불결한 불법도축과 지육 전시과정에서의 오염으로 ‘위해식품 등의 판매금지’ 조항에 위배됩니다. 개의 지육이 병을 일으키는 미생물에 오염된 경우 인체의 건강을 해칠 우려가 있습니다. 또 유기견이나 개농장의 병든 개체가 도살돼 판매될 가능성을 배제하지 못하므로 ‘병든 동물의 고기 등의 판매금지’ 조항에 위배됩니다.– 식품위생법 제44조에 1항 1호에 따르면 「축산물 위생관리법」 제12조에 따른 검사를 받지 아니한 축산물은 운반ㆍ보관ㆍ진열ㆍ판매하거나 식품의 제조ㆍ가공에 사용할 수 없습니다. 이를 위반시 식품위생법 제97조에 의거하여 3년 이하의 징역 또는 3천만원 이하의 벌금형에 처해집니다. ※ 축산물 위생관리법 제12조(축산물의 검사) ① 제21조제1항에 따른 도축업의 영업자는 작업장에서 처리하는 식육에 대하여 검사관의 검사를 받아야 한다.

경상북도 상주시 오대3길 47-47 (흥각동)위 개농장은 가축분뇨법상 미신고된 불법 개농장이며 여러 불법성이 보이는 바, 이에 대한 확인, 행정처분 및 즉각적인 폐쇄를 강력히 촉구합니다.
1) 가축분뇨의 관리 및 이용에 관한 법률 시행령 상 60㎡ 이상 개농장은 배출시설 신고대상에 해당합니다. 신고되지 않고 운영되는 불법 개농장의 경우 가축분뇨 관리법 제17조 및 제18조에 따라 사용중지 및 폐쇄명령, 동법 제50조 및 시행령 제20조에 따라 과태료 부과 등 행정처분이 내려져야 할 것입니다.
2) 불법 개도살이 이루어질 경우 동물보호법 제8조 위반 가능성이 있습니다. 해당 개농장이 불법 개도살을 할 경우 2년 이하 징역, 2천만원이하 벌금에 처해집니다. 불법 개도살이 이루어지는지 현장 확인 후 경찰에 고발조치 해주시기 바랍니다.
3) 폐기물 관리법 제25조 및 제46조에 따르면 음식물류 폐기물 사료 재활용은 적정 시설 장비를 갖추고 지자체 인허가를 받거나 신고하도록 되어 있습니다. 음식물류 폐기물을 개들에게 급여하는지 확인해 주시고, 위반 시 제66조 조항에 따라 행정조치 바랍니다.
4) 가설 건축물일 경우 : 건축법 제 14조(건축신고) 및 제 20조(가설건축물) 허가 후 견사를 지어야 합니다. 무단 증축된 건축물일 경우 철거 조치 바랍니다.
5) 하수도 오염 사항이 발견될 경우 : 하수도법 제 34조 2항에 따라 개인 하수처리시설 신고가 필요합니다. 공공수역 분뇨, 폐수 배출 상태 확인 후 하수도법 제 77조에 따라 행정조치 바랍니다.
6) 생활 폐기물이 발견될 경우: 생활 폐기물 불법 투기 및 적재는 폐기물 관리법 제13조 위반입니다. 주변에 생활 폐기물을 쌓아두고 방치하는 행위 조사 후 폐기물 관리법 제66조 제1호에 따라 조치해 주시기 바랍니다.
7) 뜬장은 동물이 ‘신체적 고통’을 느끼는 일종의 고문 기구입니다.
-동물보호법7조에 따른 사육관리위반으로 시정명령 내려주십시오.
-동물보호법 8조에 따른 동물학대로 시정명령, 고발해주십시오.8) 동물이 야외 뜬장에 갇힌 채 이동도 하지 못하고 혹한에 노출돼 있습니다. 이는 명백한 동물학대입니다. 이에 대한 시정명령 및 고발조치해주십시오.
-동물보호법 시행규칙 4조: (6) 2. 동물의 습성 또는 사육환경 등의 부득이한 사유가 없음에도 불구하고 동물을 혹서ㆍ혹한 등의 환경에 방치하여 신체적 고통을 주거나 상해를 입히는 행위.9) 해당 개농장 안의 개들의 수와 견종 등을 회신해주십시오.
10) 해당 필지 지목이 ‘전 (밭농사를 하는 토지) 혹은 답 (논과 같이 물을 직접 이용하여 농사를 하는 토지)’인 농지인 경우: 농지에서의 간이양축시설은 농지법 제35조 제1항 1호의 농축산업용물 시설에 해당됩니다. 이러한 간이양축시설을 설치하여 사용하려는 자는
1) 농지법 제35조에 따른 농지전용신고/허가
2) 농지법 제36조에 따른 농지의 타용도 일시사용허가 등의 절차를 밟아 농지를 전용하여야 합니다.
따라서 농지에서의 전용행위자가 농지법에 따른 절차를 밟아 사용하고 있는지 확인하여 미신고시 농지법 제42조에 따른 원상회복 등의 행정처분 해주십시오. 미이행시 같은 법 제63조에 따른 ‘이행강제금’ 처분을 하여 주십시오.11) 개들에게 급여하는 먹이의 종류를 회신해주십시오. 사료와 물을 주고 있지 않다면 동물보호법 7조 1항에 따라 시정명령을 내리십시오.
