2. 민원인께서 첨부하신 youtube 영상과 동물보호협회에 게시된 법령관련 정보를 확인하였습니다. 질의하신 법령들에 대하여 영광군의 답변은 아래와 같습니다.
가. 축산물위생관리법 7조 1항은 2조에서 정의하는 가축에 해당하는 조항이며 동법 2조의 정의에서 규정하는 가축에 개는 포함되지 않습니다. 법령은 지자체가 아닌 국가에서 관할하는 부분이기 때문에 해당 조항을 적용하기에는 어려운 점이 있습니다.
나. 동물보호법 8조, 동물학대에 해당하는 행위를 통한 도살에 대해서는 처벌할 수 있도록 조치하겠습니다. 또한 현재 우리군에 집계된 불법 도축장은 없으며 발생하지 않도록 주의와 관심을 기울이겠습니다.

Results 1. Hello, we are informing you of the following results of your review of the petition (Application No.1AA-2008-1121560) you applied through the National Newspaper.

2. I checked the attached video of youtube and the legal information posted on the animal protection association. Your response to the statutes you have inquired is as follows.

3.Article 7, Clause 1 of the Livestock Hygiene Control Act, as defined in Article 2, is a clause that corresponds to livestock and does not include dogs as defined in Article 2 of the same Act. It is difficult to apply the provision because the statute is a part of the state, not the local government.
However, we will punish the killing of animals through Article 8 of the Animal Protection Act. Also, there are currently no illegal slaughterhouses in our armed forces and we will pay attention to them so that they do not occur.
