A Heartbreaking Case of Neglect:
CARE’s story begins with a disturbing tip from a market in Guro District, Seoul. A small dog (Balbari breed) lay abandoned on a pile of garlic, while Golden Retriever puppies languished in the sweltering heat without shade. These animals were suffering from neglect and abuse. Confined to cramped, filthy spaces and denied basic care, their situation was dire.
CARE Takes Action:
Despite reports of abuse circulating for six months, no one intervened. Thankfully, upon receiving desperate pleas, CARE sprang into action. CARE found the dogs in a horrific situation: the Balbari dog, retrievers tangled in a tiny room, and additional dogs hidden in another cramped space.
A Difficult Rescue:
The family who owned the dogs had intellectual and physical disabilities and was able to adopt the dogs for free. They moved between various residences, confining the dogs to small spaces or leaving them in vehicles, which tragically led to at least one dog’s death from heat-related suffocation. The pets were abandoned without proper hygiene and forced to endure unbearable heat both outside and in cramped living spaces.
It took five hours of tense negotiation to persuade the family to relinquish ownership and prevent further suffering and death. The family, who treated the dogs as mere possessions, resisted giving them up. Despite the challenges, CARE successfully secured the dogs’ release after a seven-hour operation.
Beyond Rescue: Addressing the Root Cause:
While rescuing these five dogs was a victory, it exposed a much larger issue – anyone can easily adopt a pet without proper consideration or knowledge of responsible pet ownership. This lack of responsibility leads to animal suffering.
CARE’s Commitment:
CARE will continue to provide medical treatment and find adoptive homes for these rescued animals. However, our fight extends beyond this case. We will work tirelessly to address the root causes that allow animal cruelty to persist.
The Real Work Begins Now:
Despite their initial happy greetings, the rescued dogs bear the physical scars of neglect. Living in a cramped space without proper care, they had not maintained basic hygiene, and many parasites were found in their bodies. Essential vaccinations and neutering had never been done. The condition of the dogs, who had never received proper care, was devastating. Social media may briefly stir emotions for neglected animals, but the reality is, those suffering silently are quickly forgotten.

🐶 Bo-mee (봄이 “Spring”): Dad
Black adult dog, 5 years old, 15kg (33 lbs)
Neutered after rescue. He is a charming mixed breed with short legs, a long waist, and two round eyes that make him look surprised. He’s confident with other dogs and disciplines his children. However, he’s very affectionate with people.
🐶 Yeo-ru-mee (여름이 “Summer”): Son
9 months old, 18kg (40 lbs)
Neutered after rescue. He loves people and is very kind. He inherited the looks of his Golden Retriever mother, resembling a Golden Retriever but with very short legs, making him even cuter.
🐶 Bang-u-lee (방울이 “Bell”) is a Balbari breed.
Male, 5kg (11 lbs), 12 years old
Neutered after rescue.
🐶 Ga-eu-lee (가을이 “Fall”): Daughter
9 months old, 13kg (29 lbs)
Neutered after rescue. Extremely gentle and sweet. Her body resembles a Dachshund, while her face and fur resemble a Golden Retriever. Her legs are like those of a Welsh Corgi. She might be part of the Jindo dog; her personality is just like a Golden Retriever’s.
🐶 Gyeo-u-lee (겨울이 “Winter”): Daughter
9 months old, 12kg (26 lbs)
Neutered after rescue. She’s a twin with Gaeulee, and they have the same personality and appearance.

The Urgent Need for Reform

All potential adopters should undergo thorough background checks, including a review of their living conditions, financial stability, and ability to care for a pet. This should include home visits by animal welfare authorities to ensure a suitable environment for the animal’s well-being. - Improved Education for Pet Guardians:
Prior to adoption, prospective pet guardians should receive mandatory education on the responsibilities and proper care required for companion animals, including knowledge about their dietary, healthcare, and emotional needs. - Post-Adoption Support and Follow-Up:
Post-adoption follow-ups must be conducted regularly to ensure animals are being properly cared for. Animal welfare organizations should have access to adopters for periodic check-ins, ensuring that the animal’s living conditions are safe and healthy. - Stronger Penalties for Animal Abuse and Neglect:
The government should impose stricter penalties for animal abuse, neglect, and abandonment, with an emphasis on those who adopt animals irresponsibly or mistreat them. This would include significant fines and criminal charges for those found guilty of severe neglect or abuse. - Creation of an Animal Welfare Registry:
A centralized, government-managed animal welfare registry should be established to track all adoptions, veterinary care, and potential cases of abuse or neglect. This registry should be accessible to relevant authorities and animal welfare organizations for better accountability.
