2. 귀하께서 제출하신 민원의 내용은 ‘불법 개농장 처분’에 관한 것으로 판단됩니다.

3. 귀하의 민원에 대한 검토 결과는 다음과 같습니다.
가. 우리나라의 개 식용에 대한 논란은 오래 전부터 지속되어 왔습니다. 최근 들어 반려동물 인구가 천만 명을 넘어가면서, 개는 단순한 소유물이 아니라 사람과 함께하는 가족으로 자리 잡아가고 있으며, 반려동물에 대한 인식이 전반적으로 개선되고 개 식용에 대한 부정적인 인식 또한 확산되고 있습니다.

나. 하지만 동물을 적정하게 보호·관리하기 위하여 필요한 사항을 규정한 「동물보호법」에는 개 식용 금지와 관련한 규정이 없는 상황입니다. 또한 개는 「축산물위생관리법」에서 정하는 축산물에 포함되어 있지 않아 개를 식용의 목적으로 도축하는 경우에도 위 법에서 규정하고 있는 축산물에 대한 도축, 가공, 판매 규정의 적용을 받지 못하고 있습니다.

다. 개 식용 산업은 이미 오랜 기간 형성되어 왔기에 단기간에 법으로 금지하는 것은 쉽지 않습니다. 이는 범정부 차원의 정책과 사회적 합의를 통해 단계적으로 풀어나가야 하는 우리나라의 숙제입니다. 우리 군도 이 문제가 해결되기를 희망하며 최선을 다해 노력하겠습니다.

라. 우리 군은 동물복지 향상을 위해 다양한 정책을 추진 중에 있습니다. 예컨대, 군의 동물보호소에는 유기동물이 입소하여 질병진단, 예방접종, 응급처치, 미용 등 적절한 관리를 받고 있습니다. 이외에도 동물등록, 길고양이 TNR 사업 등 다양한 동물보호정책을 통해 사람과 동물이 더불어 사는 환경을 만들고자 노력 중입니다.

2. Your civil complaint is judged to be about the ‘Crackdown on illegal dog farms’.

3. The results of the review of your complaint are as follows:

1) The controversy over dog food in our country has been around for a long time ago. Recently, as the population of pets has exceeded 10 million, dogs are becoming a family with people, not just a possession, and the perception of pets as a whole has improved and negative perception of dog food is also spreading.

2) However, the Animal Protection Act, which stipulates necessary matters for proper protection and management of animals, does not have any regulations related to the prohibition of eating dogs. In addition, dogs are not included in livestock products prescribed by the Livestock Hygiene Control Act and are not subject to slaughtering, processing, and sales regulations for livestock products as prescribed by the above Act.

3) The dog food industry has already been in existence for a long time, so it is not easy to ban it in a short period of time. This is our country’s homework that should be solved step by step through pan-government policies and social consensus. Our local government hopes that this problem will be solved and will do our best.

4) Our local government is implementing various policies to improve animal welfare. For example, an animal shelter in the county has been admitted to receive proper care such as disease diagnosis, vaccination, first aid, and beauty care. In addition, we are trying to create an environment where people and animals live together through various animal protection policies such as animal registration and street cat TNR projects.
