CARE: Objection to the Consultative Social Discussion Organization

CARE: Objection to the Consultative Social Discussion Organization
Today the government announced that a “Consultative Social Discussion Organization” would discuss the ending of dog meat consumption, and a government council will support them. The discussion organization consists of related organizations, experts, NGOs, and government personnel. The governing council will supposedly develop implementation plans based on the results of these discussions, including measures to support or compensate the dog meat industry. However, the government should do more than simply form a social discussion organization about dog meat; they should strictly apply and enforce the current laws that govern this industry in its entirety.
Dogs are slaughtered before they become meat for consumption. Supplying dogs for slaughter requires breeding of these dogs, and breeding takes place on farms. The courts have determined that the slaughter of dogs violates the Animal Protection Act due to its cruelty. Dog breeding violates the Waste Management Act in relation to food waste recycling. Dog farms are potentially violating applicable administrative laws depending on their location. If these existing laws are strictly enforced, the dog meat industry will cease to exist in Korea, and there would be no need for further discussions.
However, the government has continued to ignore this illegal industry. The government claims, “Dog breeding, slaughter, distribution, and sales have been accepted practice in the legal blind spots,” which is clearly a deception. Legal blind spots refer to areas where it is impossible to determine whether they are reasonable or unfair because there are no existing laws in place. At the same time, the dog meat industry is expressly illegal due to specific laws.
The government, no longer been able to ignore this illegal industry, is now trying to hide behind the private sector and disregard its responsibility for enforcement of laws. The consultative social discussion organization, the government’s puppet organizations, and the dog farmers and butchers will be discussing compensation to the illegal dog meat industry.
CARE formed Watchdog in August and has been active in closing down illegal dog farms and dog slaughterhouses. Through the activities of CARE and Watchdog, dog farms and slaughterhouses, where dogs live in constant pain and die brutally, will be eradicated from the world.

정부가 오늘 개식용 종식에 대한 사회적 논의 기구 를 내달 공식 출범한다고 밝히며 “이번 협의가 반드시 법제화를 목표로 한 논의는 아니다” “사회적인 합의를 유도하기 위한 공론화의 첫 시작”이라는 입장도 덧붙였습니다.
불법 천지 개식용산업을 방치해 온 정부는 자신의 책임을 방기한 채 민간의 뒤에 숨어 국민혈세에 의한 보상 논의로 더욱 시간만 끌게 됐습니다.
이에 동물권단체 케어는 다음과 같은 성명을 발표합니다.
케어 성명 – 사회적 논의기구 반대한다
오늘 정부는, 사회적 논의기구에서 개 식용 종식에 대하여 논의하고, 정부 협의체가 뒷받침하겠다고 발표하였다. 논의기구는 관련 단체, 전문가, NGO, 정부 인사 등으로 구성되고, 정부협의체는 업계 지원방안 등 논의 결과에 대한 이행방안을 마련한다고 한다. 그러나 개 식용 문제와 관련하여 정부가 해야 할 일은, 사회적 논의기구를 구성하는 것이 아니라 개식용 산업에 대해 현행법을 엄정히 적용하는 것이다.
개 식용 전에 개 도살이 있다. 도살은 사육을 전제로 하고 사육은 농장을 전제로 한다. 개의 도살은 그 잔인함으로 해서 법원에 의해 동물보호법 위반으로 판단되었다. 개의 사육은 음식물쓰레기 재활용과 관련하여 폐기물관리법을 위반하고 있다. 개농장은 그 입지에 따라 관련 행정법을 위반하고 있다. 만약 법이 엄정하게 적용된다면 대한민국에서 개 식용 산업은 성립할 수 없으며 개 식용 문제는 발생할 수 없다.
정부는 이 불법천지를 방치해 왔다. 정부는 “개 사육·도축·유통·판매는 그동안 제도적 사각지대에서 관행적으로 이루어져” 왔다고 말한다. 기만이다. 제도적 사각지대란 제도가 갖추어져 있지 않아 합당한 지 부당한 지 판단할 수 없는 영역을 말하는 것이나, 개 식용 산업은 법제도에 비추어 불법임이 명백하다.
더 이상 불법천지를 방치하기 힘들어진 정부가 이제 민간의 뒤에 숨어서 단속책임을 회피하려 한다. 사회적 논의기구는, 정부가 내세운 들러리 단체와 개농장주가, 불법으로 점철된 개 식용 산업에 대해 어떻게 보상해 줄 것인가를 논의할 예정이다.
케어는 지난 8월 와치독을 결성하여, 불법 개농장과 개도살장을 폐쇄하는 활동을 해 왔다. 케어와 와치독의 활동에 의해, 개들이 고통스럽게 살다가 잔인하게 죽음을 맞는 이 지옥이 사라질 것이다.
