Earlier this month, KARA went to the Chilseong traditional market in Daegu which is the only one among the three so-called major dog meat markets that is still in business.

Chilseong Market is a traditional market that represents Daegu just like Namdaemun Market in Seoul. Inside the heart of this Daegu tourist attraction, animal abuse is still taking place.

Chilseong Market together with the Moran Market in Seongnam and Gupo Market in Busan, are three of the most notorious so-called “dog meat markets” in the country. Seoul closed the last slaughterhouse in Gyeongdong Market in 2019. Once the largest in the country, the Moran Market in Seongnam banned slaughtering dogs in December 2016. Busan Gupo dog meat market has banned sale of dog meat and dog meat market was completely closed in July 2019.

(📌 Note by KoreanDogs.org: Please note that where KARA refers to there being no slaughterhouse this does not mean that there are no dogs being killed for human consumption or that there is no dog meat trade in that area. No slaughterhouse simply means that the slaughter is being done at some other property at another area. Also, just because a city claims that there are “no more dog slaughterhouses in their city” it does not mean that there are absolutely no slaughterhouses in their city. Korean cities do not monitor or regulate slaughterhouses for dogs, they actually do not know if there are no slaughterhouses in their cities, nor do they know how many slaughterhouses are operating in their city.)

Despite the social change taking place in South Korea to address illegal dog slaughter in recent years, Daegu Chilseong Market remains the only place in South Korea where dogs are both caged in the streets and slaughtered at the same place.

Under the Livestock Sanitation Management Act, dogs are not listed as ‘livestock’, so the slaughter, distribution, and processing of dogs is out of scope of the Act and therefore illegal. Such illegal activities are being carried out in the middle of downtown Daegu.

KARA recently went on-site monitoring, and found that slaughter markets and boshintang (name of the ‘dog meat soup’) restaurants were thriving in Chilseong Market despite the extremely cold weather.

KARA found, when entering an alleyway within the Market, several dogs trapped inside a wire cage. Some of the dogs were collared, which shows that once they had a human family.

Daegu must urgently take action against Chilseong Market. If they neglect to take action against the dog slaughter and animal abuse at Chilseong Market in the new year, then Daegu will forever be stigmatized by and associated with the notorious Chilseong Market. They will forever be stained with the blood of these innocent animals – it will never be able to be cleaned off.
We will not stop speaking up until the Chilseong Dog Meat Market is completely shut down.

동물권행동 카라는 올 2월 초, 소위 3대 개시장 가운데 유일하게 지금도 성업중인 대구 칠성 개시장을 다녀왔습니다.
칠성시장은 서울의 남대문 시장처럼 대구를 대표하는 전통 시장입니다.
대구의 얼굴, 관광명소라 할 수 있는 이곳에 구시대적이고, 비위생적이며, 반 생명적인 장소가 여전히 명맥을 유지하고 있습니다.
대구 칠성 개시장은 성남 모란시장, 부산 구포시장과 함께 ‘전국의 소위 3대 개시장’으로 악명을 떨쳐왔습니다. 서울시는 경동시장에 남아있던 마지막 도살장을 폐쇄하고 2019년 서울시 전체를 ‘개 도살 제로 도시’로 선언했으며. 한때 전국 최대 규모였던 성남시 모란 개시장은 2016년 12월 성남시와 모란 상인회 간 환경정비 업무협약에 따라 개도살이 금지되었으며, 부산 구포 개시장도 2019년 7월 부산시 북구청과 구포 상인회간 본협약에 들어가 살아있는 동물의 도살이 금지되었습니다.
특히 구포시장에서는 개의 지육판매까지 금지하는 완전 폐업이 이루어졌습니다.
이렇듯 최근 몇 년간 불법 개도살을 막기 위한 사회적 변화의 바람이 거세게 불고 있음에도 여전히 대구시에서는 대한민국에서 유일하게 살아있는 개의 전시와 도살이 행해지고 있습니다.
축산물 위생관리법상 가축에 해당하지 않는 개의 도살과 유통, 가공 과정 등은 교묘히 법망을 피해 이뤄집니다. 이러한 불법 행위가 대구 시내 한복판에 있는 칠성 개시장에서 버젓이 행해지고 있습니다.
심지어 지난 2016년에는 육견협회가 이곳 업소를 빌려 보신탕 2,500그릇을 무료 제공하는 만행을 저질러 사회적 공분을 사기도 했던 곳이 대구 칠성 개시장입니다.
동물권행동 카라가 최근 현장 모니터링을 다녀온 결과, 여름철이 아님에도 칠성시장에는 건강원, 보신탕집 등이 성업 중이었습니다.
해당 골목에 접어들면 수 마리의 개들이 여전히 바닥이 철망으로 갈라진 뜬 장에 갇혀 추위와 두려움에 떨고 있었고, 개들 중에는 목줄을 차고 있는 백구도 있어 한때 사람의 보살핌을 받던 반려견이었음을 추측할 수 있었습니다.
대구시와 북구청은 칠성 개시장 문제에 더이상 강 건너 불구경 하듯 묵인하는 것으로 일관할 것이 아니라 이제라도 적극적으로 대책을 강구해야 할 것입니다.
개 도살, 동물학대를 지금처럼 수수방관하고 새해에도 아무런 조치도 취하지 않는다면 “무고한 생명의 피로 얼룩진 악명 높은 칠성 개시장이 존재하는 대구”라는 오명은 새해에도 절대 씻을 수 없을 것입니다.
대구 칠성 개시장이 완전 철폐되는 날까지 개식용 종식을 위한 카라의 활동을 멈추지 않겠습니다.
