👎🏼 I called the number provided in Jecheon’s response and protested why they would not respond to my petition. Kim DH at the Animal Protection Division who answered the phone told me that he will work with the relevant departments such as the Building division in the city and will send a new response to me. Sometimes all it takes is just a phone call to get them to take action. Please give it a try. Even if you don’t speak Korean, you can speak in English and they would know what you are talking about.
Despite our request for an English translation, an English translation was not provided. We have filed another e-People petition.

2. 행정안전부에서는 외국인 민원인을 「민원 처리에 관한 법률 시행령」 제2조제1항(민원인 제외대상)에 해당되지 아니하는 한 ‘국내에 주소 혹은 거소를 두고 있는 외국인이나, 외국 법인 또는 단체도 포함된다’고 하고 있습니다. 그러나 귀하께서는 외국에 주소를 두고 있어 국내에 주소 혹은 거소를 두고 있는 민원인에 해당하지 않아 부득이 ‘내부종결’ 처리하오니 양지하여 주시기 바라며,

3. 제천시에서는 관련법(동물보호법 등) 위반사항 발견 시 관련 법률에 의거 처리할 예정임을 알려드리니 양지하여 주시기 바랍니다.
