On October 29, 2023, the “National Rally for the Ban on Dog Meat Consumption!” (10/29 개식용금지법국민대집회) was held in Seoul, South Korea. Many advocates for dogs across the many animal rights and welfare organizations in South Korea gathered together to speak out against dog meat consumption and demand their government enact the law to ban dog and cat meat. Our friend and dedicated animal advocate, Rudy Gallardo, traveled from his home in Texas to participate in this rally and to volunteer at the shelters where dogs from the dog meat industry are rescued. As the only foreigner at the rally, Rudy spoke out against the dog and cat meat cruelty. Rudy exemplifies “Compassion Through Action.”✊ Thank you, Rudy!! 정부와 국회는 완전한 개식용 종식을 위한 입법과 실행에 지금 당장 나서라

2021년 12월, 정부 주도로 개식용 종식을 위한 사회적논의기구가 발족되었다. 여기 모인 우리는 이제야 나서는 정부에 대한 원망보다 개식용 완전 종식의 실낱같은 희망으로 지금까지 지켜보았다. 그 오랜 세월동안 반려동물 식용 금지라는 지극히 상식적인 문제를 해결해 내지 못한 정부지만 그래도 국민으로서 믿고 기다리며 인내했다. 이듬해 2022년 3월, 대한민국 제 20대 대통령 선거에서 이재명후보를 비롯 여야 유력 대권 후보자들이 앞다투어 개식용 종식을 공약으로 내걸었다. 대선에서 개식용 종식이 공약으로 제시된 건 또 처음이라 우리들의 개식용 종식을 향한 간절한 바람은 ‘현실화’ 기대 속에 더욱 커져갔다.

오래된 관습이라는 진부한 변명하에 우리나라는 단지 참혹한 동물학대 행위이며 현행법상으로도 엄연히 불법인 개식용을 1991년 동물보호법이 제정된 이후로도 무려 수 십년간 용인해 왔다. 그 결과 1991년부터 지금까지 대한민국의 국내총생산(GDP)이 10배로 발전하며 천지가 개벽하는 동안 연간 수십만 마리가 넘는 개들은 발이 빠지는 뜬장에서 짧은 평생을 악취나는 음식쓰레기로 연명하다 전기로 지져죽고 목이 졸려 죽어가는 현실은 그대로이다.

더 참혹하고 소름끼치는 일은 이 지경임에도 정부와 국회 그리고 사법기관이 보여주는 법적 무위와 도덕적 무감각이다. 지금까지도 우리나라는 동물보호법은 물론, 식품위생법, 축산물위생관리법, 가축분뇨법, 사료관리법, 폐기물관리법 등 여러 현행 법률을 위반한 결과물인 개 사체가 국민의 식탁에 버젓이 올라오도록 방치하고 있다. 그들은 동물단체와 시민들이 국가가 무책임하게 양산해 놓은 불쌍한 동물들을 불법도살 위기에서 구조해 치료하고 입양 보내기 위해 동분서주하며 동물학대에 대응하고 사회를 정상화하기 위해 극한의 노력을 다하는 동안 소위 ‘사회적 합의’라는 방패뒤에 숨어 책임을 회피하기에만 급급했다. 그 결과 사회적 논의기구는 2년이 경과된 지금까지 아무런 결론 없이 표류중이며 국회에 발의된 개식용 종식 법안들은 단 한 번의 논의조차 없이 방치되고 있다.

우리들은 답답함을 넘어 분노한다. 우리는 더이상 비상식적이며 부조리한 현실을 감내할 수 없다.

보다 못한 영부인이 반려인의 한 사람으로서 개식용 종식에 목소리를 더해 준 지금이다. 현재 국회에 발의되어 계류중인 개식용의 완전 종식을 위한 법안만 6월 28일 한정애의원 대표 발의 법안을 시작으로, 8월 16일 이헌승의원 대표 발의, 9월 7일 안병길의원 대표 발의 법안 등 총 5개에 이른다. 법안은 식용개농장 폐쇄 뿐 아니라 직업 교육ㆍ훈련, 고용정보 제공, 취업지도 및 취업알선 등의 지원까지 명시하고 있다. 법안의 통과는 개식용의 완전 종식으로 가는 강력한 통과의례이며 우리나라가 동물학대국 오명을 벗고 전 국민이 화합 발전하며 새로운 기회를 찾아가는 결정적 계기가 될 것이다.

천만 다행히도 개식용 종식의 필요성과 당위성은 국회와 정부 내에서도 고조되고 있다. 8월 22일 박홍근 의원 등 44인은 대한민국 정부가 종식 시점, 폐업 및 업종 전환 시의 지원대책 등을 포함한 ‘개 식용 종식 로드맵’을 조속히 수립하고 이행할 것을 촉구하는 한편, ‘개식용 금지 특별법안’을 포함한 관련 법안들을 심도있게 논의하여 정기 국회 내 처리할 것을 다짐하는 결의안을 냈다. 9월 19일 이달곤의원 등 67인도 다시금 ‘개식용 금지 특별법안’을 포함한 관련 법안들을 심도있게 논의하여 정기 국회 내 처리할 것을 다짐하는 한편 국가의 개식용 종식 로드맵 제시를 요구하는 결의안을 발의하며 개식용 종식 특별법 통과의 당위성을 더했다. 또한 10월 11일 농림축산식품부 국정감사에서 안병길 의원은 불법 개도살 단속의 필요성을 강조하는 한편, 동물보호법의 주무부처인 농식품부에서 보다 적극적인 종식 노력을 다해 줄 것을 촉구, 이에 정황근 장관은 “국회와 협의해 가급적 빠른 시일내 종식될 수 있도록 역할을 하겠다”며 “특별법 제정이 가장 좋은 방법”이라고 화답했다.

정말이지 우리 단체와 여기 모인 시민들은 할 만큼 했다. 이제 오롯이 정부와 국회 농림축산식품해양수산위원회의 시간이다. 여기에 이르러서도 완전한 개식용 종식을 이뤄내지 못한다면 이는 뜨겁게 떠오르는 해를 제 손으로 가리고 아직 아침이 오지 않았다고 하는 것과 다름없는 시대착오적 무책임이다. 지금 당장 개식용 종식을 위해 나서라. 최단 기간내 최소의 희생을 통한 개식용 종식을 이뤄내기 위해 제 할 일을 해라. 국회는 개식용 종식 특별법을 즉시 심의 통과하고 정부는 최단 기간 내 개식용 없는 대한민국을 실현하기 위한 로드맵을 제시하라.
