Response from Daejeon Jung-gu

We have received the response below from the Daejeon Jung-gu’s Welfare Economic Division, Economy and Industry Department regarding our campaign/petition:Daejeon Jung-gu, South Korea, Shut down the illegal dog meat farms, slaughterhouses, markets and restaurants.

They had stated in the response that they are currently enforcing the Animal Protection Law Article 8 (Prohibition of Animal Abuse, etc) when they find violation of law and the dog slaughterhouse will be subject to criminal charges. They also stated that there are no dog slaughterhouses in their district. Criminal charges will also be filed for the slaughter of dogs for self-consumption, in accordance with the Animal Protection Act and Livestock Product Sanitation Control Act.

However, facts speak for themselves. There is a very large dog meat industry in Daejeon Jung-gu and their claim that they will enforce the laws appear just a lip service to appease us.

Even though the Daejeon Jung-gu government would be aware of dog meat businesses operating in the district, it could claim there are no dog farms because there are no government records, regulations or oversight for dog farms in Korea. But local dog meat businesses would obtain dog meat from large factory farms or homes that breed few dogs to make money. In reality, various levels of governments in Korea turn a blind eye to the dog meat industry and no one is protecting dogs from cruel treatment and slaughter.

Shown below are two search results on Naver (the most popular search engine in Korea) – the first one was for so-called “Health Centers,” which commonly sell dog elixirs and cat elixirs (also known as dog soju and cat soju), and the second one was for “dog meat restaurants.”
The searches resulted in dozens of 287 Health Food Shops and 60 dog meat restaurants in and within the vicinity of Daejeon Jung-gu.

Our campaign is effective because now they are aware that the eyes of the world are watching their district’s dog meat industry and would bring this issue to the attention of their governments for action. Let’s keep up the pressure by taking action!

Before you buy a product from Samsung, Hyundai, Kia, or LG, or visit Korea and spend your hard-earned money there, please remember how the Korean government is supporting criminals in the cruel dog meat industry by turning a blind eye to the unimaginable suffering of millions of sentient animals.

– 전기감전으로 개도살하는 행위
– 무허가 도살장에서 개도살하는 행위
– 자가소비를 목적으로 개를 도살하는 행위
등이 동물보호법 및 축산물위생관리법에 위반된다는 것으로 이해 됩니다.
3. 귀하의 질의사항에 대하여 검토한 결과에 대한 답변드리면 동물보호법 제8조(동물학대 등의 금지) 각 호를 위반하여 개도살을 할 시 적발하여 사법당국에 형사고발 조치 하고 있으며 개 도축장은 허가나 신고대상 조차 아니기 때문에 개도살하는 도축장이 있다면 형사고발 조치대상입니다. 우리구 관내에는 개도축장은 없습니다. 또한 자가 소비를 목적으로 개를 도살 하는 행위또한 동물보호법, 축산물위생관리법을 엄격하게 적용하여 적발 즉시 형사고발조치 하고 있습니다.
4. 동물보호를 담당하는 담당자로써 말씀드리면 근본적인 해결은 입법이나 정책적 기능으로 해결해야 할 문제로써 기초 자치단체로써는 근본적 해결에 어려움이 있음을 말씀드립니다.
