Response from Gwangju Gwangsan-gu
We have received the response below from the Gwangju Gwangsan-gu’s Economy and Environment Division, Life Agriculture Department regarding our campaign/petition:Gwangju Gwangsan-gu, South Korea, Shut down the illegal dog meat farms, slaughterhouses, markets and restaurants.
It appears that they had translated their response in English and attached it, but I was not able to open the file. I have filed another petition to request that they send the translation file in a format that I can open. I will post the translation when I receive it. However, their response is a typical indifferent response we get from the Korean government. Lots of words, lots of excuses and but no real plan for action.
Shown below are two search results on Naver (the most popular search engine in Korea) – the first one was for so-called “Health Centers,” which commonly sell dog elixirs and cat elixirs (also known as dog soju and cat soju), and the second one was for “dog meat restaurants.”
The searches resulted in dozens of 108 Health Food Shops and 19 dog meat restaurants in and within the vicinity of Gwangju Gwangsan-gu.
Our campaign is effective because now they are aware that the eyes of the world are watching their district’s dog meat industry and would bring this issue to the attention of their governments for action. Let’s keep up the pressure by taking action!
Before you buy a product from Samsung, Hyundai, Kia, or LG, or visit Korea and spend your hard-earned money there, please remember how the Korean government is supporting criminals in the cruel dog meat industry by turning a blind eye to the unimaginable suffering of millions of sentient animals.

[답변내용] : 1. 안녕하십니까? 귀하께서 새올 상담민원을 통해 신청하신 민원(민원번호 131868번)에 대한 검토 결과를 다음과 같이 알려드립니다. 2. 귀하의 민원내용은 “광산구 불법 개 농장, 도축장, 시장, 보신탕집 폐쇄”에 관한 것으로 이해됩니다. 3. 귀하의 질의사항에 대해 각 부서 검토 의견은 다음과 같습니다. 가. 생명농업과 축산관리팀 – 현행법상 개고기 판매에 대한 규정은 없으며, 개는 축산법 제2조 및 동법 시행규칙 제2조에 가축으로 해당하나, 축산물 위생관리법 제2조 및 동법 시행령 제2조에서는 가축에 해당하지 않습니다. – 또한, 축산물위생관리법상 개는 사육, 도축 시설의 인허가(신고) 및 등록 대상에 해당 되지 않고, 판매 등에 관한 처분 규정은 없습니다. 나. 청소행정과 자원순환팀 – 폐기물관리법 제46조제1항 제1호 및 같은법 시행규칙 제66조제2항 관련 폐기물관리법 시행규칙〔별표16〕제4호에 동식물성 잔재물, 음식물류 폐기물, 유기성오니, 왕겨 또는 쌀겨를 별표4의2 제3호가목4의 재활용 유형에 따라 자신의 농경지의 퇴비나 자신의 가축의 먹이로 재활용하는 자는 구청장에 신고를 득한 후 사용할 수 있음을 알려드립니다. 다. 환경생태과 수질보전팀 – 가축분뇨의 관리 및 이용에 관한 법률 규정에 따라 개 사육시설의 경우 면적 60㎡ 이상 일 경우 신고대상 배출시설이며, 배출시설 및 처리시설 등의 관리기준을 위반할 시 고발 및 행정처분 등의 조치를 취하고 있습니다. 라. 식품위생과 위생지도팀 – 광주 광산구 관내 보신탕 식당은「식품위생법」상 일반음식점으로 영업신고 후 영업하고 있으며, 식품안전관리지침에 따른 점검계획에 따라 정기적으로 위생 지도·점검 및 위생교육 등을 통해 안전한 식품판매가 되도록 관리하고 있습니다. –
