We have received the response below from the city of Namyangju’s Industrial Economic Department, Agricultural Policy Division regarding our campaigns/petitions: Namyangju Hopyeong-dong, Pyeongnae-dong, South Korea, Shut down the illegal dog meat farms, slaughterhouses, markets and restaurants.

Our campaign is effective because now they are aware that the eyes of the world are watching what’s going on in their district’s dog meat industry and bring this issue the attention and action from their government. Let’s keep up the pressure by taking action!

Below is our comments on the satisfaction survey regarding their response:

We are not satisfied with the response to our petition, due to the following key reasons:

it fails to substantiate and evidence what direct actions the city of Namyangju is taking to enforce existing laws to disrupt the entrenched dog meat trade in South Korea. We have not been provided, in this response, with any evidence of any direct actions taken by the Namyangju Hopyeong Pyeongnae District, such as recorded information relating to inspections, monitoring and actual enforcement action taken against violators, in relation to dog meat farming, slaughterhouses and businesses selling dog meat and dog meat products (such as dog elixir and dog soju); and

it fails to show what actions the city of Namyangju is taking to support the proposed legislation that will help end the dog and cat meat trade.

○ 민원내용(우리부서 소관) : 개 식용(도살) 관련 동물보호법, 축산물위생관리법 위반사항에 대한 조치 바람
○ 답 변 : 개식용과 관련된 문제는 사회적 합의가 필요한 문제로 현재 국회에서 논의가 되고 있습니다. 해당 법안이 통과되면 이에 따른 행정조치가 철저히 이루어지도록 하겠습니다. 우리시에서는 지속적으로 동물보호법 홍보 및 지도•점검을 통해 동물보호법 위반행위가 일어나지 않도록 노력하고 있습니다. 더많은 문의사항이 있으신 경우 농업정책과 동물복지팀(031-590-2324)에 연락주시면 성심성의껏 답변하여 드리겠습니다.
(하수처리과)
가축분뇨배출시설을 무단으로 설치하여 운영하면 가축분뇨법 제11조에 위반되며 발생하는 가축분뇨를 무단으로 배출하면 같은 법 제17조에 위반됩니다. 우리 시에서는 정기적으로 관내 가축분뇨배출시설에 대해 지도•점검을 하고 있으며, 불법 개농장에 대해서는 중점관리하고 있음을 알려드립니다.(하수처리과 590-8218)
(자원순환과)
가. 답변내용
○ 개 농장에 음식물폐기물을 먹이로 공급하는 행위는 폐기물관리법 제46조제1항 및 같은 법 시행규칙 제66조 [별표16]에 따라 음식물류 폐기물 등을 자신의 가축의 먹이로 재활용하는 자에 해당되며 위 행위를 하고자 할 경우 폐기물처리신고를 득하도록 규정하고 있고 우리시에서는 폐기물처리신고자를 정기 및 수시로 지도,점검하며 관리하고 있습니다.
○ 또한 폐기물관리법 제15조의 2의 규정에 의한 음식물류 폐기물 다량배출사업장은 법에서 정하는 위탁 가능한 업체에 위탁 또는 자가 재활용하여야하며 ‘폐기물 발생 억제 및 처리 계획’을 신고하도록 규정되어 있습니다.
○ 다만, 위 법령이 정한 절차나 규정을 위반한 채 행정기관에 신고를 하지 아니하고 불법적으로 음식물폐기물을 재활용하는 자에 대하여는 지속적 확인&단속하여 법제도 내에서 관련규정을 준수토록 관리를 철저히 하도록 하겠습니다.

(위생정책과)
○ 민원제기하신 내용대로 개고기를 판매하는 일반음식점 관련하여 안내드립니다.
○ 개고기판매 금지는 법으로 제한할 수 없으나, 식품위생법 상 이를 판매하는 일반음식점 등 업소에 대하여 위생 점검 시 관련사항을 영업주에게 고지하고 식품위생법 관련 현장교육 및 계도 조치하여 위생관리에 최선을 다하겠습니다.

– Contents of your petition (belonging to this section): Actions are requested against violations of the Animal Protection Act and the Livestock Products Sanitary Control Act in connection with the slaughter of dogs.
– Reply: The issue concerning dog meat consumption requires societal consensus. It is under discussion at the National Assembly. We will take thorough administrative actions when the relevant bill is enacted into law. The city government has strived to prevent violations of the Animal Protection Act through continuing PR, guidance, and inspection. For further information, please contact the Animal Welfare Team (031-590-2324) of the Agriculture Policy Section, and they will reply to you as best they can.(Sewage Treatment Section)
If an unauthorized installation and operation of an animal waste facility is carried out, it is in violation of Article 11 of the Livestock Demolition Act, and the unauthorized discharge of livestock excrement shall be in violation of Article 17 of the same Act. We inform you that the city regularly conducts guidance and inspection of livestock excretion facilities in the pipeline and focuses on illegal dog farms (Tel: 031-590-8218)
(Resources recycling section)
– To feed food wastes to dogs at dog raising farms, it is necessary to report the waste treatment since it falls under feeding food wastes to dogs pursuant to Article 46 of the Wastes Control Act and Article 66, Annex Table 16 of its Enforcement Rules. The city government supervises those that have reported their waste treatment by guidance and inspection periodically and as required.
-In addition, under Article 15.2 of the Waste Management Act, large quantity of food and logistics waste discharge businesses shall be entrusted or recycled by themselves to a consignable company as provided under the Act, and the plan to suppress and dispose of waste generation is reported.
– We will thoroughly enforce the relevant statutes for checking and inspecting those who illegally reuse food waste within the extent allowed by the law if anyone fails to report to the government agency in violation of the procedure and provisions in the foregoing statute.

(Sanitation Policy Section)
– We hereby provide you with information on the general restaurants that serve dog meat as you mentioned in your petition.
– Dog meat sales are not yet prohibited by law. Nonetheless, we do our best to ensure that the restaurants serving dog meat follow the Food Sanitation Act through site education and guidance by notifying them of the relevant provisions when we inspect them.
– We sincerely appreciate your interest and concern.

    The Korean authorities must know that the civilised world looks upon this barbaric practice with horror. The photos are enough evidence to prove that their animal protection and environmental laws are a joke and being flouted continually. If Korea wants to be known as a civilised and enlightened society it must stop this horror show. The measure of an intelligent and forward thinking nation is how it treats its animals. This speaks of an ignorant and barbaric nation that not only eats the creature that has been Man’s faithful companion the longest but treats them in a hideous fashion. Shameful. Shame on those that support it – especially the Korean government and authorities who have the power to stop this abomination.

    This reply coming from Namyangju legislators is simply to justify these torture actions against innocent animals by selfishness and greed. I bet they are the first clients at the door of these horrible restaurants. They say it is not forbidden by law! Do you need a law to put a stop to torture? They do not have any empathy and do not care about the image that they have around the world for being an Animal Torture Country. I canot imagine going to South Korea stepping on a ground soaking in dog and cat blood filled with the cries of innocent victims. South Korea a Dark Gruesome Country occupied by Black entities that perpetrate animal torture and MURDER
