This is hopeful but the Sangju police MUST follow through. They have all the information now they need to make an example of this barbaric and sick person and show they intend to take this seriously. This is the only way to prove that Korea is a civilised society that takes animal welfare seriously as only an advanced society cares for its animals and weaker members.

This is encouraging as long as the Sangju police follow through. All the evidence is there to make an arrest and to convict the person responsible.
