가. 축산물위생관리법 제7조제1항에서는 허가를 받은 작업장에서 가축을 도살·처리하도록 되어있으나 같은법 제2조제1항 가축의 정의에는 개를 가축으로 정의하지 않으므로 개 도살장은 허가사항이 아님을 알려드립니다.
나. 아울러, 동물보호법 제8조제1항에 따르면, 목을 매다는 등의 잔인한 방법으로 죽음에 이르게 하는 행위 또는 노상 등 공개된 장소에서 죽이거나 같은 종류의 다른 동물이 보는 앞에서 죽음에 이르게 하는 행위 등을 금지하고 있습니다. 앞으로 울주군에서는 관내에서 이러한 행위들이 발생하지 않도록 지속적인 점검을 할 것이며 적발 시 동물보호법 제46조에 따라 행정조치 하도록 하겠습니다.

[Livestock-related office Answer]
1. Thank you for your interest in the development of the local-self government, and we will respond to your complaint as follows.
2. Article 7 (1) of the Livestock Products Sanitation Control Act stipulates that livestock is slaughtered and treated at authorized workplaces, but the definition of livestock in Article 2 (1) of the same Act does not define dogs as livestock, so dog slaughterhouses are not permitted.
3. In addition, according to Article 8 (1) of the Animal Protection Act, no reports or sites of animal abuse have been found in the jurisdiction, although the act of causing death by hanging or killing in public places, such as on the road, or in front of other animals of the same kind, are prohibited. From now on, we will take administrative measures in accordance with Article 46 of the Animal Protection Act when we detect animal abuse through continuous inspection.
