1. Thank you for filing a petition. We appreciate your concern regarding the city’s administrative work.

2. Below are each division’s answers to your petition.
1) Animal Protection Center (Person in Charge: Kim Gyu-min, Tel: 245-5350)
A. Article 2 of the Enforcement Decree of the Animal Protection Act states that animals kept for the purpose of consumption shall be excluded from animals defined by the Animal Protection Act.
B. Article 8 (1) of the Animal Protection Act prohibits cruel offenses against animals. Under Article 10 (2) of the Act, in case a person uses electrical stunning with electric instruments and moves on to the next step of slaughter only where the animals are unconscious when slaughtering animals, there are no legal grounds for punishing such act.
2) Resource Recycling Division (Person in Charge: Lee Il-hoon, Tel: 250-3062)
A. Under Article 46 (1) of the Wastes Control Act, a person who uses food wastes as feed for livestock shall file a report on waste treatment (recycling). We will make sure to continue guiding and investigating relevant matters.
B. Pursuant to Article 15-2 (3) and (5) of the Wastes Control Act, any of the persons who discharge large quantities of food wastes hall collect, transport, or recycle generated food wastes directly or entrust a person with the collection, transportation, or recycling of such wastes. In case a person intends to entrust food waste treatment to someone, he/she shall verify whether the entrusted person treats wastes in compliance with the standards for and methods of waste treatment under Article 13 or in view of the principles of recycling wastes and matters to be observed under Article 13-2. We make sure to guide and conduct investigations according to Article 11 of the Chuncheon Municipal Ordinance on Reducing, Collecting, Transporting, and Recycling Food Wastes.
3) Livestock Division (Person in Charge: Cho Yu-jin, Tel: 250-4148)
A. “Livestock” under the Livestock Products Sanitary Control Act refers to cattle, horses, sheep, swine, chickens, ducks, and other animals for food including deer, rabbits, turkeys, geese, quails, pheasants, and donkeys. Therefore, any decisions cannot be made regarding the slaughters of dogs on the basis of the Act.
4) Environment Policy Division (Person in Charge: Shin Seung-ah, Tel: 250-4241)
A. Livestock excreta generated from dog breeding facilities subject to reporting under Article 11 of the Act on the Management and Use of Livestock Excreta is converted into manure directly or entrusted to another party according to relevant laws. Regarding any facilities that are subject to reporting but has not been reported, we will take judicial measures (charge) or administrative measures (suspension) according to the procedures prescribed for by relevant laws.
5) Food and Drug Division (Person in Charge: Choe Hye-ja, Tel: 250-4512)
A. Article 44 (1) 1 of the Food Sanitation Act states that no business operator shall transport, keep, display or sell livestock products which have not undergone inspection under Article 12 of the Livestock Products Sanitary Control Act or animals used for experiments, etc., or use such livestock products or animals for manufacturing or processing foods.
B. Article 2 (Definitions) (1) of the Livestock Products Sanitary Control Act and Article 2 (Scope of Livestock) of the Enforcement Decree of the Act do not deem “dogs”to be livestock or animals for food. Therefore, Article 44 (1) 1 of the Food Sanitation Act cannot be applied in this case.
C. However, please note that businesses in the city that handle dogs (including traditional markets) are not displaying bodies of dogs for selling. We will make every effort to guide and conduct inspections on food service businesses for sanitation.
