To prevent murder of another Gilyongee, please demand amendment to the Animal Protection Act! [Call to Action by KAWA]

Translation of KAWA’s Posting: To prevent murder of another Gilyongee, please demand amendment to the Animal Protection Act! 9/4/2013

Do you remember a recent case of a man in Cheongsong who secretly killed his neighbor’s pet dog, an 8 year old “Gilyongee”, made him into meat to eat, and hid it in his refrigerator?

This case caused quite a stir among public when it became known through Korean Animal Welfare Association (KAWA)’s homepage.

Many people were shocked by the fact that a dog was brutally killed by a neighbor who knows very well that this dog was a companion animal that was raised like a child by his owner for over 8 years.

Police investigation of the case is in progress and as the fact that this perpetrator is currently raising 3 more dogs for purpose of eating is revealed during the process of media broadcast, shock and angry reaction among public is escalating.

KAWA decided to rescue these 3 dogs that are doomed for brutal slaughter in the hands of this perpetrator if not rescued and has been trying to get in touch with the perpetrator but he has been avoiding our contact and has not been responding to our request to hand over the dogs.

KAWA hopes that this perpetrator will give up the ownership of these 3 dogs and hand them over to KAWA as a gesture of repentance for his wrongdoing and to atone for his sin.

As a result of strong demand by Gilyongee’s family and KAWA, the perpetrator was investigated for violation of animal protection law and destruction of property charge by the Cheongsong police and this case will soon be sent to the public prosecutor’s office for indictment.

Through actively participating in the trial process KAWA will do all that is necessary for the perpetrator to receive a prison sentence for his act of animal cruelty.

In the current animal protection law, abused animals is to be separated from the abuser for at least 3 days. However, this separation period is too short and after this period the law requires animals to be returned to the abuser, making this provision nominal in preventing animal cruelty.

There is no restriction for people to own animals or hold an occupation working with animals even after being convicted and receiving prison sentence for animal cruelty causing concern that they will commit animal cruelty again.

Hence, in the wake of this Gilyongee case, KAWA will do our best to raise awareness about the magnitude of animal cruelty problem in our society. KAWA is also in the process of discussion with the Agriculture, Forestry, Livestock, Food, Maritime Affairs and Fisheries committee members of the national assembly to enact new legislations through amendments to the Animal Protection Act in order to strengthen the rights of abused animals to take refuge away from the abuser, restrict the rights of convicted animal abuser from owning animals for a certain period of time as well as restrict their right to hold occupations that involves working with animals.

In order for KAWA’s request for amendment to Animal Protection Act to be accepted, we desperately need your participation.

Please demand from the Agriculture, Forestry, Livestock, Food, Maritime Affairs and Fisheries committee members of the national assembly who can initiate, evaluate and pass revised bills, to revise the Animal Protection Act to have a real effectiveness.

The cases of raising and killing dogs to eat will continue to occur all around us.

It is difficult to report animal cruelty and killing that takes place secretly at homes behind door and even if someone were to witness it, report it to the authority and the perpetrator is convicted, continued cruelty cannot be stopped unless the Article 18 of current Animal Protection Act that allows the animal abusers to own animals is revised.

The methods and types of animal abuse crimes are increasingly becoming more diverse and cruel.

The most tragic fact of this case of neighbor killing and storing in refrigerator a dog, Gilyongee, that was raised as companion, is that even after this perpetrator is punished, he can own more dogs and repeat the same act anytime, the fact that there will be other Gilyongees to come.

We need your help to get current Animal Protection Act amended to restrict ownership of animals by animal abusers so that it will work as an effective shield in preventing cruelty to animals.

존경하는 농림축산식품해양수산위원회 소속 국회의원님,

우리는 한국의 길용이 사건을 접하고 슬프고 안타까운 마음으로 이렇게 편지를 보냅니다. 또다른 길용이가 희생되는 걸 막기 위해, 동물보호법 개정이 매우 시급합니다. 대한민국의 동물복지는 다른 선진국에 비하여 정말 미미한 실정입니다. 한국의 개식용은 우리 세계인들을 너무나도 슬프고 고통스럽게하고있읍니다. 이제 대한민국도 선진국으로서 걸맞는 선진 ‘동물복지법’이 절실히 필요합니다.

국민들의 도덕의식 동물복지 강화는 좀 더 나은 사회실현 구축을 위하여 매우 중요한 주제이고 정부지도자들의 의무라고 생각합니다. 자신의 의지를 말로 표현 못하는 가장 연약한 존재를 대변해 줄 수 있는 법안을 그들을 위하여 강력하게 신설하고 개정해 나갈때 대한민국사회가 좀더 아름다운 사회로 발전되어 나갈 수 있다고 생각합니다.

앞으로도 곳곳에서는 개를 먹기 위해 키우고 죽이는 일이 계속해서 발생할 것입니다. 자기 집에서 남몰래 동물을 학대하고 죽이는 행위는 잘 드러나지도 않아 적발하기 어려우며, 설령 누군가 목격해서 신고해 처벌을 받았더라도 학대자의 동물 소유를 허용하는 현행 동물보호법 18조가 개정되지 않는 한 반복되는 학대를 막을 수는 없습니다. 게다가 동물 학대 범죄의 방식과 유형은 점점 더 다양하고, 잔인해지고 있습니다.

이웃집에서 반려견으로 키우는 개 길용이를 잡아다 죽이고 그 사체를 냉장고에 넣어놓았던 이번 사건에서 가장 비극적인 사실은 학대자가 동물학대로 처벌받은 뒤에도 언제든지 다시 동물을 키우고 같은 행위를 반복할 수 있다는, 또다른 길용이가 계속 생길 수 있다는 것입니다. 동물 학대 행위를 한 사람에게는 동물 소유를 제한하도록 그리고 개, 고양이 식용이 불법화 되도록 법 개정이 이루어져 동물보호법이 동물 학대 방지를 위한 실질적인 방패로 작용할 수 있도록 개정안을 꼭 통과해 주셨으면 합니다.

We are writing to you today because we are very sad and upset to learn about what happened to a dog named “Gilyongee” in Cheongsong, South Korea. In order to prevent sacrifices of more dogs like “Gilyongee”, South Korea urgently needs to strengthen its Animal Protection Act. Animal Protection law of South Korea is too weak and ineffective compared to other industrialized nations. South Korea’s dog meat consumption is causing so much sadness and anguish for so many of us around the world. As an industrialized nation, South Korea desperately needs an Animal Protection law that fits its status in the world. Strengthening its citizen’s moral consciousness, and animal welfare is an important subject in building a better society and an important responsibility of its government.

South Korean society will progress into a more compassionate society when the legislations are enacted to protect and advocate for the most vulnerable members of its society who cannot advocate for themselves. The cases of raising and killing dogs to eat will continue to occur in South Korea. It is difficult to report animal cruelty and killing that takes place secretly at homes behind doors and even if someone were to witness it, report it to the authority and the perpetrator is convicted, continued cruelty cannot be stopped unless Article 18 of the current Animal Protection Act that allows the animal abusers to own animals is revised.     Such disgusting people who fail to understand the importance of dogs and cats in human lives as companion, service animals. For good health etc. These animals have a very high importance to humans they are not food. If you would only stop eating them and instead let them live as your companion you would see the enormous health benefits you would gain from them. They keep your blood pressure normal. they relieve stress, they prevent diabetes and many major illness. They have the ability to detect cancer in humans.
