동물보호법 제8조제1항제4호에는 식용목적 도살금지 등의 규정이 없기에 처벌할 수 없습니다. 동물보호법 제8조제1항에는 잔인함, 공개, 고의적 사료 또는 물 미급여 등으로 죽음에 이르게 하지 못하도록 하며, 도축자와 농장주가 행하는 일상적인 도살이 이를 어기지 않을 경우 처벌할 수 없습니다. 축산물위생관리법에 개는 가축으로 분류되지 않기에 해당 법령으로 처벌할 수 없습니다. 동물보호법 제10조에는 개를 식용의 목적으로 도살하는 방법에 대한 규정이 없으며, 축산물위생관리법에 개는 가축으로 분류되지 않기에 해당 법령을 적용할 수 없음을 알려드립니다.

Results 1. How are you? We will inform you of the results of the review of the civil petitions you have applied through the National Newspaper (applicant number 1A-2007-0862100 and 29 other cases) as follows.

2. The contents of your civil petition are understood to be related to illegal dog farms, slaughterhouses, and boshintang houses.

3. The following opinions are reviewed on your questions:
(a) Environmental management division;
The livestock excreta discharge facilities subject to reporting, including dog breeding facilities, shall report the size of the discharge facilities, treatment facilities, etc. pursuant to Article 11 (3) of the Act on the Management and Use of Livestock Excreta and Article 7 of the Enforcement Rules of the same Act, and shall notify the livestock breeding facilities that are not reported to be administratively disposed of pursuant to Article 50 of the same Act.,In addition, we will inform you that the manure generated by livestock breeding is in compliance with the management standards of emission facilities and treatment facilities to guide and inspect the surrounding environment pollution caused by livestock breeding.

Those who have obtained a report on waste disposal pursuant to Article 46 of the Waste Management Act and Article 66 of the Enforcement Rules of the same Act shall inform them that food waste can be recycled as food for their livestock (dog) according to the recycling type of R-5-4, and if any company that violates the relevant laws is found in the future, they will be taken according to the relevant law.
(c) Agricultural and livestock division;
Article 8 (1) 4 of the Animal Protection Act can not be punished because there is no provision such as prohibition of slaughter for edible purposes.
Article 8 (1) of the Animal Protection Act prohibits death from cruelty, disclosure, intentional feed, or unpaid water, and can not be punished if the daily slaughter conducted by slaughterers and farmers does not violate it.
The Livestock Hygiene Control Act does not classify dogs as livestock, so they can not be punished by the relevant laws.
Article 10 of the Animal Protection Act does not provide for the slaughter of dogs for the purpose of edible purposes, and the Livestock Hygiene Control Act informs us that dogs are not classified as livestock and that the laws can not be applied.
