○ 2020. 12. 14일 ‘창원시 의창구 북면 구룡로 312번길 49-24’현장 확인 시 개를 사육하고 있었고 음식물폐기물이 아닌 개 사료를 급여하고 있음을 확인하였습니다. 사육면적 실측 결과 60㎡ 미만으로 가축분뇨배출시설 신고대상에 해당하지 않음을 알려드리며, 기타 생활폐기물 불법투기 등 특이사항 발견하지 못하였습니다. 또한, ‘북면 구룡로 365-36, 북면 구룡로312번길 49-67’소재 농장은 가축분뇨배출시설 설치신고 되어 있는 농장으로 같은 날 현장 방문 시에는 개를 미 사육 하고 있음을 확인하였으며 기타 생활폐기물 불법투기 등 특이사항 발견치 못하였습니다.
○ 농장주에게 민원사항 전달하여 환경 관련법 규정 안내 하였으며, 향후에도 수시 순찰을 통해 위반사항 발생하지 않도록 지도하겠습니다.

○ 1번 문의에 대한 답변: 내서읍 용담리 453-1번지에 위치한 사육장은 가축분뇨시설로 신고 되어 있어(인허가 번호: 2009-01호) 법에 저촉되는 사항이 없습니다.
○ 3번 문의에 대한 답변: 해당 사육농가는 음식물쓰레기를 사료로 제공하는 시설이 아님을 확인하였습니다.
○ 5번 문의에 대한 답변: 해당 시설은 ‘가축분뇨의 관리 및 이용에 관한 법률’ 지침에 따라 연 1회 점검하고 있습니다.

-민원내용: 2번. 불법 개 도살은 동물보호법 제8조에 위배될 수 있다. 개농장이 불법 도축 행위를 한 경우 2년 이하의 징역과 2,000만원 이하의 벌금에 처해진다. 개농장 현장을 점검해 불법 도축 이 이뤄지고 있는지 확인한 후 경찰에 신고하십시오.
-답변내용: 현장 확인 결과 불법도축행위를 발견하지 못하였으며, 대부분 폐농된 농가임을 알려드립니다.

? Thank you for filing a petition. As far as we understand, you asked us to file a petition requesting administrative actions against illegal dog farms.
? On December 14, 2020, we confirmed that dogs were being raised and fed with dog food not food waste at 49-24, Guryong-ro 312beon-gil, Buk-myeon, Uichang-gu, Changwon-si.
The area to raise the dogs amounts to less than 60 ㎡, which is not subject to “livestock excreta waste-generating facilities” reports. We also could not find anything significant to report such as illegal trash dumping. The farm at 49-67, Guryong-ro 312beon-gil, Buk-myeon, Uichang-gu, Changwon-si is found to be equipped with livestock excreta waste-generating facilities and to have reported on such facilities. When visiting the farm on December 14, 2020, we found that the farm was not raising any dogs and could not find anything significant to report such as illegal trash dumping.
? We provided the farm owners with information about environmental regulations and will make sure to guide them with frequent patrols so that no violation will be committed in the future.

We would like to inform you of our answers to your complaint about the farm at 61-101, Sugok-ro, Naeseo-eup at the MasanHoewon-gu office.
Answers to Question 1: The farm at 61-101, Sugok-ro, Naeseo-eup is registered as livestock excreta facility management business (License No. 2009-01) and not in violation of relevant laws.
Answers to Question 3: We confirmed that the farm does not use food waste as dog food.
Answers to Question 5: The farm undergoes a technical examination once a year according to the Management and Use of Livestock Excreta.
Answers to Question 6: The farm is a privately owned property and not in violation of the Wastes Control Act.

– Contents of Petition: #2. Illegal slaughters of dogs may be in violation of Article 8 (Prohibition of Animal Abuse) of the Animal Protection Act. In case a dog farm committed illegal slaughter, such farm is subject to a jail term of up to 2 years and a fine of up to 20 million won. Please report to the police after conducting an investigation on whether the dog farm is committing illegal slaughter,
– Answers to Petition: We could not find any illegal slaughter after an investigation, and most of the farms are closed.
2. ? We provided the farm owners with information on regulations stated in the Animal Protection Act and will make sure to guide them with frequent patrols so that no violation will be committed in the future.
