However, now, as the number of households raising companion animals has increased significantly, such as the establishment of companion animals as a family, the overall perception of companion animals has improved, which is changing negatively about dog meat. However, dogs are not included in the livestock defined by the Livestock Products Sanitation Control Act, so even when slaughtered for food purposes, there are no related laws and regulations, so they are not applied.
○ Therefore, we would like to say that we will do our best to prepare policies in consultation with the central government in order to establish a system for protecting the life of companion animals, guaranteeing safety, and promoting welfare.

○ 민원처리법 제1조는 “민원의 공정하고 적법한 처리와 민원행정제도의 합리적 개선을 도모함으로써 국민의 권익을 보호함”을 목적으로 하고 있으며, 민원처리법은 대한민국 내에서만 효력을 가지는 국내법인 점을 고려할 때, 국내에 주소나 거소가 없는 민원인에 대해서도 통지할 권리를 인정하기는 어렵습니다만
○ 그동안 개식용에 대하여 사회적으로 지금까지 논란이 이어지고 있습니다. 그러나, 현재는 반려동물이 하나의 가족으로 자리매김 하는 등 반려동물을 사육하는 가구수가 크게 증가하여 반려동물에 대한 인식도 전반적으로 개선되어 개식용에 대하여 부정 적으로 변화하고 있습니다. 그러나 개는 축산물위생관리법에서 정의하는 가축에 포함 되지 않아 식용목적으로 도축하는 경우에도 관련법 규정이 없어 적용을 받지 못하고 있는 실정입니다.
○ 따라서, 우리도에서는 반려동물의 생명보호, 안전보장, 복지증진 체계 확립을 위하여 중앙정부와 협의하여 정책 마련 등 최선의 노력을 하겠다는 말씀을 드립니다.
○ 아울러, 민원 처리에 관한 법률 시행령 제2조제1항제3호에 따라 성명,주소가 구체적으로 특정되지 않거나 불분명한 경우에는 정당한 민원 신청이라고 하기 어려우므로, 귀하의 민원을 종결 처리 하게됨을 양해해 주시기 바랍니다.
