How are you? I will reply to the complaint you applied through the National Newspaper as follows.

1. 귀하께서 국민 신문고를 통해 제출하신 민원의 내용은 「함평 개고기 불법거래」에 관한 것으로 이해됩니다.
It is understood that the content of the complaint filed by you through the National Shinmungo relates to “Illegal Transaction of Dog Meat in Hampyeong”.

2. 귀하의 민원에 대한 검토 결과는 다음과 같습니다.
The results of our review of your complaint are as follows.
– 축산물 위생 관리법 제7조제1항, 제12조제1항·2항, 제22조의 규정에 의하여 개고기는 축산물 위생관리법 상 가축 및 축산물의 범주에 해당되지 않아 위생적인 도살, 해체 및 검사가 불가능 합니다.
In accordance with the provisions of Article 7 (1), 12 (1) and (2), and 22 of the Livestock Products Sanitation Control Act, dog meat is not in the category of livestock and livestock products under the Livestock Products Sanitation Control Act, so sanitary slaughter, dismantling and inspection is impossible.
– 귀하께서 지적하신 개고기 판매 식당을 점검한 결과 식품위생법 위반사항을 발견하지 못하였음을 알려드립니다.
We are pleased to inform you that we have not found any violations of the Food Sanitation Act as a result of checking the dog meat restaurant you have pointed out.
– 개 식용은 법의 사각지대에 놓여 있어 조리, 유통 및 판매를 제한 할 수 있는 단속법적 근거가 미약하다 보니 단속 자체가 어렵습니다.
Since dog food is in the blind spot of the law, it is difficult to crack down on the grounds of the crackdown law to restrict cooking, distribution and sales.
– 정부(식품의약품안전처) 차원에서 개고기 식용에 관한 사항을 사회적, 국민적 합의를 도출한 후 관련법 제정이 필요할 것으로 판단됩니다.
After the government (Ministry of Food and Drug Safety) has reached a social and national consensus on dog meat consumption, it is deemed necessary to enact relevant laws.

3. 정부와 국회에서 개 식용 관련법이 정비되거나 식용금지 법령이 제정되어 식품으로 인하여 발생하는 위생상의 위해를 방지하고 국민보건 증진에 이바지 할 수 있도록 최선을 다하겠습니다.
The government and the National Assembly will do our best to prevent any hygiene damage caused by food and contribute to the promotion of public health due to the reorganization of laws related to dog food or the enactment of laws prohibiting food consumption.
