전라남도에 관심을 가져주셔서 감사드리며,
우리 도에서 불법으로 운영되는 농장, 개도살장, 개고기 시장을 폐쇄하라는 민원에 대한 우리 도의 검토의견을 알려드립니다.

우리나라는 개식용에 대한 논란이 오래전부터 지속되어 왔습니다. 최근 들어 반려동물 인구 수가 천만 명을 넘어가면서, 개는 단순히 소유동물이 아니라 사람과 함께하는 가족으로 자리 잡았으며, 반려동물에 대한 인식이 전반적으로 개선되고, 개식용에 대한 부정적인 인식이 확산되고 있습니다.

개식용 산업은 이미 오랫동안 형성되어 있기에 단기간에 법으로 금지하는 것은 쉽지 않습니다. 이는 범정부 차원의 정책과 사회적 합의를 통해 단계적으로 풀어가야 할 것으로 사료됩니다.

첫 번째로, 개농장과 관련하여…

우리 도는 개 농장에 남은 음식물을 사료로 공급하는 등록된 사료업체는 현재 없으며, 등록된 사료제조업체에서 생산한 사료를 개에게 급여할 수 있도록 지도·점검을 강화해 나가도록 하겠습니다.

개 농장에서 발생되는 분뇨 등이 적정하게 처리될 수 있도록 희망하는 농가에게 퇴비사 등 가축분뇨처리시설을 지원하여 문제를 해결해 나가도록 하겠으며, 개의 부적절한 사육·관리, 동물학대 등의 사례가 발생하지 않도록 노력하겠습니다.

두번째로, 개 도축 및 식용과 관련하여..

가축인 개는 축산물위생관리법에서 정하는 축산물에 포함되어 있지 않아서, 개를 식용의 목적으로 도축하는 경우에도 위 법이 규정하고 있는 축산물에 대한 도축, 가공, 판매 규정의 적용을 받지 못하고 있습니다.

개고기는 식품으로서 건전성에 대한 사회적 합의가 이루어지지 않아 「식품의 기준 및 규격」에서 식품원료로 인정하고 있지 않습니다. 다만, 개고기 섭취와 관련한 사항은 우리나라의 고유의 식문화로 이를 법으로 금지하는 것은 정부차원에서의 사회적 합의가 필요한 실정입니다.

개고기를 조리·판매하는 음식점 영업자는 「식품위생법」 관련 규정에서 정하는 식품 등의 위생적인 취급에 관한 기준에 따라 위생적으로 취급할 의무가 있습니다.

이와 관련한 위반사항 발견 시 식품위생부서에서 현장조사 및 단속을 통해 행정처분, 벌칙 등을 부과하고 있으며, 각 지자체에서는 개고기를 조리·판매하는 업소에 대한 위생점검을 지속적으로 실시하고 있음을 알려드립니다.

또한 우리 도 축산정책과에서는 사람과 반려동물의 조화로운 공존을 위하여 동물보호 및 복지 점진적 확대, 동물유기 예방 및 보호수준 향상 등 2017년부터 반려동물 보호·복지 5개년 계획을 수립하여 시행하고 있습니다.

특히, 우리 전남은 동물보호 및 복지향상을 위해 시·군에서 운영하고 있는 동물보호센터에 연간 5천마리 이상의 유기동물이 수용되어 질병진단, 예방접종, 응급처치, 수술, 미용 등 적절한 처치를 하고 있으며, 입양이 활성화되어 새로운 주인을 찾아가고 있어 단순한 유기동물 관리를 넘어 동물보호 및 복지를 실현하고자 노력하고 있습니다.

이 외에도 반려동물 지원센터, 반려동물 놀이터, 유기동물보호센터 운영 지원, 길고양이 중성화수술 지원 등 동물보호를 위한 사업을 진행하여 사람과 동물이 더불어 사는 환경을 만들기 위해 노력하고 있습니다.

앞으로도 동물보호 및 복지 실현을 위해 최선을 다하고자 하며, 우리 도에 대한 깊은 관심에 다시 한번 감사드립니다.

A review of the closure of illegal dog farms, dog slaughterhouses, and dog meat markets (draft)

Hi there,
Thank you for your interest in Jeollanam-do, and we would like to inform you of our review of your petition to shut down illegally operated farms, dog slaughterhouses, and dog meat markets in our province.
In Korea, the controversy over dog food has been going on for a long time. Recently, as the number of pets has exceeded 10 million, dogs have become part of people’s families, not just animals. Accordingly, the overall perception of pets has improved, and the negative perception of dog food is spreading.
It is not easy to ban the dog food industry in a short period because it has already been set for a long time, which we believe should be resolved step by step through policy and social consensus at the legal government level.

First, regarding the dog farm…
Currently, no registered feed companies supply leftover food to dog farms in our province, and we will strive to reinforce instructions and inspections to ensure that dogs are fed with those produced by registered feed manufacturers.

We will ensure that the dog farm’s excrement is handled properly by supporting livestock manure treatment facilities such as compost sheds to desired farmers to resolve the problem. We will also try to prevent cases of improper breeding, dog care, and animal abuse.

Secondly, regarding dog slaughter and dog meat…
Although dogs are livestock, they are not included in livestock products prescribed by the Livestock Sanitation Management Act. Therefore, even if dogs are slaughtered for food purposes, they are not subject to the slaughter, processing, and sales regulations of livestock products stipulated by the law.
Dog meat is not recognized as a food ingredient in the ‘Food Standards and Specifications’ because there is no social consensus on its soundness as a food. However, matters related to the consumption of dog meat are the unique food culture of Korea, and it is necessary to have a social consensus at the government level to prohibit them by law.
Restaurant operators who cook and sell dog meat are obligated to handle it hygienically pursuant to the standards for hygienic handling of food, etc. prescribed by the Food Sanitation Act.
Upon findings of any violations related to this, the food sanitation department conducts an on-site investigation and crackdown and imposes administrative dispositions and penalties. In addition, we would like to inform you that each local government continues to conduct hygiene inspections on businesses that cook and sell dog meat.

In addition, the livestock policy department of our province has established and implemented a five-year plan for pet protection and welfare since 2017, including gradual expansion of animal protection and welfare, prevention of animal abandonment, and improvement of protection level.
Remarkably, our province accommodates more than 5,000 abandoned animals a year in animal protection centers operated by Si and Gun to protect animals, improve welfare, and provide appropriate treatment such as disease diagnosis, vaccination, first aid, surgery, and beauty. In addition, we have activated adoption to find a new owner, striving to implement animal protection and welfare beyond the simple management of abandoned animals.
In addition, we endeavor to create an environment where people and animals live together by conducting projects for animal protection, such as supporting the operation of pet support centers, pet playgrounds, organic animal protection centers, and street cat neutralization surgery.
We will continue to do our best to protect animals and improve welfare and thank you again for your deep interest in our province.
