After President Moon Jae-In said last September, “Isn’t it time to consider banning dog meat?” a social discussion committee led by the Ministry of Agriculture, Food and Rural Affairs, Ministry of Food and Drug Safety, and the Ministry of Environment was launched. On December 27th, these ministries announced that they would conduct a full investigation of dog farms, slaughterhouses, merchants, and restaurants.

In 1978, dogs were excluded from the Livestock Products Sanitary Control Act, which governs the slaughter and processing of livestock. For the past 44 years, the illegal dog meat industry has been largely ignored by the government. Until recently, no government-level comprehensive investigation has been conducted. So far, only the non-governmental animal protection groups have struggled to stop the horrific animal abuse.

KARA delivered the reports and the result of the investigations to the Ministry of Agriculture, Food and Rural Affairs, hoping that the two-month government-sponsored survey would be conducted objectively and expeditiously and that it would help speed up the process of ending the dog meat consumption. The reports are the data recorded by KARA and hands-on supporters and activists. The public has witnessed that the result of neglecting the dog meat industry for over 44 years without understanding the actual situation was the ‘industrialization’ of the dog meat industry that killed more than 1 million dogs a year.

The government should acknowledge that South Korea’s animal protection administration is rendered ineffectual without completely abolishing dog meat altogether and that Korea’s dog meat industry violates animal rights. This year marks the 31st anniversary of the enactment of the Animal Protection Act. The government must finally abolish this industry as soon as possible. That will finally correct a longstanding injustice and return from abnormal to normal. KARA will take a leadership role in this effort.

지난 9월 “개 식용금지를 검토할 때가 되지 않았는가“라는 문재인 대통령의 언급 이후, 농림축산식품부, 식품의약품안전처, 환경부를 주축으로 한 개식용 종식 사회적 논의기구가 발족 되었고 지난달 27일, 정부 관계부처 합동으로 개농장(농림축산식품부, 환경부), 도살장(농림축산식품부, 식품의약품안전처), 상인·식당(식품의약품안전처)을 대상으로 개 식용 전 과정에 대한 전수조사를 실시할 것임을 밝혔습니다.

가축의 도살과 축산물 가공을 규율하는 축산물위생관리법에서 개가 제외된 1978년 이래 43년간 불법 개식용 산업은 방치.묵인되어 오늘의 지경에 이르렀지만 그간 정부차원의 전수조사는 단 한번도 실시된바 없었습니다.

지금까지 개식용 산업에 대한 실태 조사를 수행하고 동물학대. 도살의 처참한 현장을 저지하기 위해 고군분투 한 것은 시민사회였습니다.

카라는 2개월간 실시될 이번 정부주관 실태조사가 객관적이고 실질적으로 이루어고 조속한 개식용 종식을 이끌어 낼 탄탄한 근간이 되기를 바라는 마음으로 농림축산 식품부에 그간의 조사.제보자료를 전달하였습니다. 카라와 시민이 함께 현장을 발로뛰고 눈으로 직접 목격하여 기록한 자료들입니다. 시간이 지나면 없어질 것이라던 ‘개식용’을 실태 파악도 없이 43년 넘게 방치한 결과가 연간 1백만 마리 이상을 희생시키는 개식용의 ‘산업화’였다는 것을 시민사회는 똑똑히 보아왔던 것입니다.

이제라도 정부는 ‘개식용’ 산업을 철폐하지 않고서는 한국의 동물보호 행정을 제대로 작동시킬 수 없으며, 대한민국의 동물권과 ‘개식용’은 양립 불가능하다는 현실을 받아들여 그 사회적 해악이 더 커지기 전에 하루라도 빨리 출구를 찾기를 바랍니다.

올해는 동물보호법 제정 31주년을 맞는 해입니다. 정부는 최단 기간 내 개식용 완전 종식을 위한 대책을 수립하고 이행함으로써 ‘비정상을 정상으로’ 돌려놓는 2022년을 만들어야 할것입니다. 카라 또한 합리적인 시민들과 함께 조속한 개식용 종식을 위해 앞장서겠습니다.
