Response from Gimpo

We received the below as response to our campaigns/petitions addressed to Gimpo:
Gimpo Sau-dong, South Korea, Shut down the illegal dog meat farms, slaughterhouses and markets.
Gimpo Gimpobon-dong, South Korea, Shut down the illegal dog meat farms, slaughterhouses and markets.
Gimpo Yangchon-eup, South Korea, Shut down the illegal dog meat farms, slaughterhouses and markets.
Gimpo Tongjin-eup, South Korea, Shut down the illegal dog meat farms, slaughterhouses and markets.

Our campaign is effective because now they are aware that the eyes of the world are watching what’s going on in their district’s dog meat industry and bring this issue the attention and action from their government. Let’s keep up the pressure by taking action!

Below is our comments on the satisfaction survey regarding their response:

We are not satisfied with the response to our petition, due to the following key reasons:

it fails to substantiate and evidence what direct actions the Gimpo Sau-dong township is taking to enforce existing laws to disrupt the entrenched dog meat trade in South Korea. We have not been provided, in this response, with any evidence of any direct actions taken by the Gimpo Sau-dong township, such as recorded information relating to inspections, monitoring and actual enforcement action taken against violators, in relation to dog meat farming, slaughterhouses and businesses selling dog meat and dog meat products (such as dog elixir and dog soju);

it fails to show what actions the Gimpo Sau-dong township is taking with regard to proposing amendments to existing legislation or bringing in new legislation to address and end the dog and cat meat trade, and

it fails to formally acknowledge the existence of the illicit dog and cat meat trade within South Korea and the problems this poses to human health, animal welfare and organized crime, which has been widely documented by both domestic and international NGO’s and animal charities (and has also been raised as an international area of concern by many western governments with South Korea and its diplomatic missions).

귀하께서 국민신문고를 통해 문의하신 민원에 관하여 답변드립니다.

가. 해당 부서 인허가 사항인 ‘반려(伴侶)의 목적으로 사육하는 개‘(동물생산업)가 아닌 식용견 농장민원으로 확인되며 현재 식용견 농장 사육시설 관련 법령 부재로 행정조치가 불가하지만 동물학대사항으로 위반사항을 발견 시에는 행정조치중이며 이와 관련해서 현재 동물을 임의로 죽이는 행위를 금지하는 동물보호법 개정안(표창원의원 등 10인 발의, 2018년 6월20일), 가축의 정의에서 개를 제외하는 축산법 개정안(이상돈의원 등 10인 발의, 2018년 5월15일) 두 가지 법안이 국회 소관 위원회 심사 단계에 있습니다. 해당 법안 통과 시 개 임의도축에 대한 법적 금지 근거가 마련될 것으로 판단되며, 김포시에서는 이에 따른 행정조치들을 철저히 이행하도록 하겠습니다.

나. 개에게 승인되지 않은 처리의 음식물을 먹이는 행위 관련하여 사료관리법 제11조제2항에 따라 “사료공정이 설정된 사료는 그 사료공정에 따라 제조 및 사용 또는 보존하여야 한다.”라는 조항과 사료 등의 기준 및 규격(농림축산식품부고시 제2018-93호) 제8조제6항의 “인체 또는 동물 등의 질병예방 등을 위한 사료의 멸균 및 살균기준” 조항을 위반하여 남은 음식물(폐기물관리법에 따른 음식물류 폐기물) 100℃(심부온도기준)에서 30분 이상 가열 처리하지 아니한 개사육장에 사료관리법 제34조5호에 따라 1년이하의 징역 또는 1천만원 이하의 벌금을 처하고 있습니다. 김포시는 위 법령에 근거하여 불법으로 개에게 사료를 제공하는 사육장에 단속 실시 및 사법처리를 진행하고 있음을 알려드립니다.
