가. 귀하께서 알려주신 주소지 28곳를 확인한 결과 동물보호법 제8조에 대한 동물 학대 행위를 적발하지 못하였습니다.
나. 울주군에서는 동물 학대 행위가 발생하지 않도록 지속적인 점검과 동물 학대 방지 홍보를 실시하고 있으며, 향후 위반 사항 적발 시 행정 조치하겠습니다.

<환경자원과 소관 답변>
가. 현장 확인 결과 열거한 소재지 내 개를 사육하지 않는 곳이 22곳였으며, 나머지 3개의 사업장은 「가축분뇨의 관리 및 이용에 관한 법률」제11조에 따라 적법하게 설치되었을뿐만 아니라, 현재 음식물폐기물을 불법으로 먹이거나, 폐기물을 불법투기 및 적재하지 않은 것으로 확인되었습니다.
나. 다만, 3곳은 폐기물처리신고를 하지 아니하고 음식물류 폐기물을 개의 먹이로 재활용한 사실을 확인하였으며 「폐기물관리법」 위반사항 검토 후 조치할 예정입니다.
다. 귀하의 지속적인 관심에 감사드리며, 관련 사업장에서 환경오염과 같은 위법행위가 발생하지 않도록 지속적으로 지도점검 할 계획입니다.

가. 우리 군 환경행정에 관심을 기울여 주셔서 감사드립니다.
나. 울주군 온산읍 삼평길 248-22번지에 대하여는 하수도법 상 위반사항이 있어 과태료 처분하였으며, 울주군 언양읍 감천길 2-19번지는 공공하수도로 유입되어 하수도법 위반이 없습니다.
다. 다른 곳의 개 농장에 대하여 하수도법 위반사항이 확인되는 경우 조치할 계획이며, 하수도법 관련 추가 설명이 필요한 경우 우리군 건설과로 연락주시기 바랍니다.

[Livestock-related office Answer]

2. We have checked 28 addresses you have informed us of and found no animal abuse under Article 8 of the Animal Protection Act.

[Environmental Resources-related office Answer]
1. As a result of the on-site inspection, there were 22 places where dogs were not raised.
2. The other three sites were not only legally installed pursuant to Article 11 of the Act on the Management and Utilization of Livestock Excreta, but also were not found to be illegally fed food waste or illegally dumped and loaded.
3. However, it has been confirmed that three places have recycled food waste as food for dogs without reporting waste disposal and will take action after reviewing the violation of the Wastes Control Act.
4. Thank you for your continued interest, and we will continue to conduct guidance and inspection to prevent any illegal activities such as environmental pollution at the relevant workplace.

[Construction-related Office Answer]
1. Thank you for your kind attention to Environment Administration in Ulju County.
2. In Ulsan Ulju-gun Onsan-eup Sampyeong-gil 248-22, a violation of the Sewerage Act was observed. Hereby, we impose a fine as per government law.
3. There is no violation of the Sewerage Act in Ulsan Ulju-gun Eonyang-eup Gamcheon-gil 2-19 at all. Sewage flows into the public sewerage system in a legal way.
4. For other dogs farms, in case any violation of Sewerage Act will be found, we will take appropriate legal actions.
5. For further information, please do not hesitate to contact Construction Department of the Ulju County Office.

3. We inform you that the same details were reported for dog farms located in our county, so we inspected them on-site, and violations were detected in 9 out of a total of 28 sites, and corrections were completed in 3 of them, and administrative dispositions are under way for 7 sites.
