We received the below response from Suwon Yeongtong-gu District regarding our campaign/petition: Suwon Yeongtong-gu, South Korea, Shut down the illegal dog meat farms, slaughterhouses and markets. Click HERE to see our campaign.

Our campaign is effective because now they are aware that the eyes of the world are watching what’s going on in their district’s dog meat industry and bring this issue the attention and action from their government. Let’s keep up the pressure by taking action!

Below is our comments on the satisfaction survey regarding their response:

We are not satisfied with the response to our petition, due to the following key reasons:

it fails to substantiate and evidence what direct actions the Suwon Yeongtong-gu District is taking to enforce existing laws to disrupt the entrenched dog meat trade in South Korea. We have not been provided, in this response, with any evidence of any direct actions taken by the Suwon Yeongtong-gu District, such as recorded information relating to inspections, monitoring and actual enforcement action taken against violators, in relation to dog meat farming, slaughterhouses and businesses selling dog meat and dog meat products (such as dog elixir and dog soju);

it fails to show what actions the Suwon Yeongtong-gu District is taking with regard to proposing amendments to existing legislation or bringing in new legislation to address and end the dog and cat meat trade, and

it fails to formally acknowledge the existence of the illicit dog and cat meat trade within South Korea and the problems this poses to human health, animal welfare and organized crime, which has been widely documented by both domestic and international NGO’s and animal charities (and has also been raised as an international area of concern by many western governments with South Korea and its diplomatic missions).

[답변내용] : 안녕하세요! 『사람 중심, 더 큰 수원의 완성』을 위한 귀하의 관심과 성원에 감사드리며, 우리 부서에서 검토한 내용에 대하여 아래와 같이 답변드립니다. <개에 잔반 급여에 대해 사료관리법 제14조 제1항 및 제2항 위반여부> 사료관리법 제14조 제1항은 ‘사료’ 제조업자, 수입업자 또는 판매업자의 금지사항을 규정하는 항목으로, 잔반을 먹여 키운 개 “사육업자”에 대해 적용할 수 없으며, 그럼에도 불구하고 제1항의 7호의 경우, “농림축산식품부장관이 정하여 고시하는 동물” 이라고 표시하였습니다. 이에 해당하는 동물은 「사료 등의 기준 및 규격」 제11조 4항에 따라 “소, 사슴, 양(면양·염소) 등의 반추동물”과 조류인플루엔자(AI)와 관련된 “닭, 오리, 꿩, 거위, 메추리, 칠면조, 타조 등 가금류” 라고 규정하고 있습니다. 따라서 제2항의 “누구든지 동물등에게 제1항7호의 사료를 사용하여서는 아니된다”는 반추동물과 가금류에 적용하는 항목으로 “개”의 경우 남은음식물을 급여하였다고 하여 법적 처벌대상이 아님을 알려드립니다. <개고기 판매와 관련하여 축산물위생관리법 위반여부> 축산물위생관리법 제2조(정의) 제1,2,3호에 따라 개고기의 경우 축산물에 해당하지 않아 축산물위생관리법 위반여부를 판단하여 단속할 수 있는 대상이 아님을 알려드립니다. 위 내용에 대해 궁금하신 사항은 농업기술센터 생명산업과 축산행정팀(031-228-2917)로 문의하여 주시기 바랍니다. 항상 댁내 건강과 행복이 가득하시길 바랍니다. ————————————————————————————————————-

[답변내용] : 1.『사람중심 더 큰 수원』발전을 위한 관심과 성원에 감사를 드리며 개고기 관련 문제로 인하여 불편을 겪으신 점 매우 안타깝게 생각합니다. 2. 현재 개 도축과 관련하여 식품위생법에 의거 단속할 수 있는 근거는 없으며, 식품위생법 제4, 5조에 의거 위해식품의 판매나 병든 고기를 판매하는 것은 명백한 위법행위로 적발 시 처벌을 받게 되지만, 관내에서는 위해식품으로 의심되는 개고기를 전시하고 판매하는 곳을 발견하지 못하였습니다. 3. 또한 개는 「축산물 위생관리법」에 해당하는 축산물이 아니므로 제44조 1항에 의거 처벌을 할 수 있는 근거는 없습니다. 4. 이와 관련하여 궁금하신 내용이나 건의사항이 있으시면 영통구청 환경위생과(☎228-8915)로 연락주시기 바라며, 귀하의 가정에 건강과 행복이 늘 함께 하시길 기원합니다. 붙임 1. 민원상담목록번호 1부. 2. 영문민원내용 1부. 끝. ————————————————————————————————————-
