1. Greetings! This has reference to your petition submitted through the e-People portal, which has been reviewed by the relevant departments since it concerns various different departments:

2. Based on the review of your questions, we hereby present our opinion as follows:

A. Dog meat is not recognized as a raw material for food because it does not fall within the range of livestock according to the current Livestock Products Sanitation Control Act, and there is no social consensus on the health of dog meat.
Accordingly, in order to regulate the consumption of dog meat by law, the government is also debating from various aspects, and prohibiting the consumption of dog meat by law requires a social consensus, so please understand this.
In addition, restaurant business owners who cook and sell dog meat are obligated to handle it hygienically. If you violate the display, etc., we are proceeding with administrative measures, so please refer to it. (Sanitation Control Section)

B. A. In relation to Article 15-2 of the Wastes Control Act and Article 25 of the same Act, food waste shall should be collected, transported, recycled or disposed of in a place where it can be properly disposed of. In the case of food waste, Seogwipo City entrusts the transport of food waste to a person who has received permission to collect and transport waste or a person who reports waste disposal(limited to those who report for recycling food waste).
With regard to Article 46 of the Wastes Control Act and Article 66 of the Enforcement Rules of the same Act, food waste is recycled according to *the type of recycling, and is composted on one’s farmland or feed for one’s own livestock. In the case of a farm, the facility that can be heated food waste at 100℃ for 30 minutes or more by the“Feed Management Law” and “Standards and standards for feed, etc.”The heated residue is not waste, but is recycled as feed and supplied to dogs.

We will continue to strengthen guidance and inspection on proper disposal of food waste to waste collection and transportation companies and waste disposal reporters.(living environment Section)

C. In our city, if an unauthorized breeding facility is operated, administrative measures such as closing orders are taken in accordance with the relevant regulations, and the farm must operate according to the management standards prescribed by the Ordinance of the Ministry of Environment. In the event of environmental damage caused by excrement, the operation does not meet the standards, so we will take administrative measures in accordance with the relevant laws. D. We will report any illegal slaughter of dogs to the police when a violation of Paragraph 1 and 4, Article 8 of the Animal Protection Act is discovered. At present, the slaughter of dogs by dog breeding farms is not punishable pursuant to the Act as dogs are not classified as domestic animals based on the definition under Article 2 of the Livestock Products Sanitary Control Act. Nonetheless, we will take appropriate actions against any animal abuse at dog breeding farms pursuant to the Animal Protection Act. (Livestock Industry Section)
