우리 금천구에서 불법적인 개농장 및 도살장의 즉각적인 폐쇄와 개고기 유통을 금지시켜 달라고 요청하신 민원내용 잘 읽었습니다. 우선 동물을 사랑하시는 선생님께 감사의 말씀을 드립니다.

지금까지 우리 금천구에서 불법적인 개농장이나 도살장이 적발되거나 신고된 경우는 일체 없습니다. 다만, 우리 대한민국에서 이루어진다고 제보하신 개고기 소비에 대해 간단하게 설명 드리겠습니다.

우리 대한민국에서 개고기 소비는 합법인지 불법인지 명확하지 않습니다. 현행 축산법에 따르면 개는 가축이지만 축산물위생관리법에 의하면 가축에 포함되지 않습니다. 이런 이유 때문에 임의로 개를 도살하는 등의 행위에 대해서 법 적용을 명확히 할 수 없는 형편입니다.

그러나 동물보호법에서는 목을 매다는 등의 잔인한 방법으로 죽이는 행위, 다른 동물이 보는 앞에서 죽이는 행위 및 정당한 사유 없이 죽이는 행위 등을 엄격히 금지하고 있고, 이를 위반할 때에는 2년 이하의 징역 또는 2천만 원 이하의 벌금에 처하도록 규정하고 있습니다.

우리 금천구에서 개농장 또는 도살장이 적발되는 경우, 동물학대 및 비인도적인 도살행위에 대해 동물보호법에 따라 사법당국에 즉시 고발하도록 하겠습니다.

또한, 관련한 법령이 보완될 수 있도록 서울시 및 중앙정부에 건의하는 등 동물보호 및 동물복지증진을 위해 노력하고 있습니다.

다시 한 번 선생님의 동물에 대한 깊은 사랑과 관심에 감사드리며 가정에 건강과 행복이 가득하길 기원합니다.

Dear Mr. or Ms.
I received your letter to request for taking immediate action to crack down on the illegal dog farms, slaughterhouses, markets and restaurants that serve dog meat in Geumcheon-gu Seoul. First of all, thank you for loving animals.
So far, no illegal dog farm, slaughterhouse has been found or reported in Geumcheon. Just to help understand dog meat consumption in Korea you mentioned, I like to explain briefly.
The problem of dog meat has long been disputed in Korea because it is uncertain if it is illegal to eat it. In fact, dogs are classified as livestock by Livestock Industry Act though they are not included in livestock by Livestock Products Sanitary Control Act. So the law is not easy to enforce.
But Animal Protection Act prohibited the actions by which dogs are brutally killed, slaughtered in front of other animals and killed without justifiable reason. And violators who do not abide by this law may face imprisonment for up to two years or fines of 20 million won.
Geumcheon municipal government would promptly report any animal abuse or inhumane slaughter case to criminal law enforcement organizations. Also we have been trying to promote animal welfare and request Seoul and central government to revise current laws or legislate new laws.
